Tiến sĩ Julia Roknifard, chuyên gia quan hệ quốc tế tại Đại học Taylor's ở Malaysia, cho rằng, để hiện thực hóa “Tầm nhìn Cộng đồng ASEAN 2045”, ASEAN cần dựa vào 3 trụ cột: tuân thủ các nguyên tắc cơ bản, tăng cường tính linh hoạt của cơ chế và phát huy đầy đủ vai trò của các quốc gia thành viên chủ chốt. Trong số đó, Việt Nam được đánh giá là “mắt xích” có ý nghĩa chiến lược với ASEAN.

Trả lời phỏng vấn phóng viên Thông tấn xã Việt Nam tại Malaysia, Tiến sĩ Julia cho rằng nền tảng của sự gắn kết của ASEAN vẫn là các nguyên tắc cốt lõi của Hiệp ước Thân thiện và Hợp tác ở Đông Nam Á (TAC), bao gồm không can thiệp vào công việc nội bộ, giải quyết hòa bình các tranh chấp và tôn trọng lẫn nhau. Tuy nhiên, để nâng cao năng lực ứng phó, ASEAN cần đẩy mạnh chuyển đổi số, tăng cường khả năng phục hồi của chuỗi cung ứng và mở rộng phạm vi ứng dụng thanh toán bằng đồng nội tệ nhằm giảm thiểu rủi ro do những thay đổi của tình hình kinh tế và địa chính trị toàn cầu gây ra.

Ngoài ra, để ứng phó phù hợp, ASEAN cần tận dụng tối đa vị thế trung lập của mình để thúc đẩy đa dạng hóa chuỗi cung ứng, thúc đẩy phát triển sản xuất công nghệ cao và chuyển đổi năng lượng xanh, từ đó thu hút đầu tư dài hạn và nâng cao năng lực cạnh tranh chung của khu vực.
提及东海问题时，朱莉娅博士认为，东海不仅具有重要的战略意义，还蕴藏着丰富的油气资源，为有关各方在找到适当机制的前提下开展合作模式提供广阔空间。在她看来，推动建立共同发展区域有助于缓解紧张局势，同时为区域内各国家带来经济利益。
Khi nói về vấn đề Biển Hoa Đông, Tiến sĩ Julia cho rằng Biển Hoa Đông không chỉ có ý nghĩa chiến lược quan trọng mà còn chứa đựng nguồn tài nguyên dầu khí phong phú, tạo không gian rộng rãi cho các bên liên quan phát triển các mô hình hợp tác trên tiền đề tìm kiếm cơ chế phù hợp. Theo quan điểm của bà, việc thúc đẩy thành lập khu vực phát triển chung có thể giúp giảm bớt căng thẳng, đồng thời mang lại lợi ích kinh tế cho các nước trong khu vực.

Tiến sĩ Julia cho rằng, Việt Nam được đánh giá cao nhờ sự kết hợp hữu cơ giữa tăng trưởng kinh tế, vị trí địa chiến lược và chính sách đối ngoại cân bằng, đóng góp tích cực vào việc củng cố đoàn kết nội bộ ASEAN và duy trì vai trò cốt lõi của ASEAN. Bà chỉ ra rằng Indonesia có lợi thế thị trường rất lớn, Malaysia và Singapore đóng vai trò quan trọng trong chuỗi giá trị khu vực, còn Việt Nam nổi bật với tốc độ tăng trưởng kinh tế nhanh, vị trí địa lý vượt trội và khả năng hội nhập mạnh mẽ vào cộng đồng quốc tế, tạo điều kiện thuận lợi để kết nối lục địa Đông Nam Á và vùng biển Đông Nam Á.
朱莉娅博士也高度评价越南在解决东海问题时坚持恪守国际法，特别是1982年《联合国海洋法公约》（UNCLOS）。她认为，越南奉行独立、自主、多边化、多样化的外交方针，不仅有助于巩固东盟内部团结，也推动国防、数字经济和基础设施互联互通等领域的合作。
Tiến sĩ Julia cũng đánh giá cao việc Việt Nam kiên quyết tuân thủ luật pháp quốc tế, đặc biệt là Công ước Liên hợp quốc về Luật Biển 1982 (UNCLOS) khi giải quyết các vấn đề ở Biển Hoa Đông. Bà tin rằng việc Việt Nam theo đuổi chính sách đối ngoại độc lập, độc lập, đa phương và đa dạng không chỉ giúp củng cố đoàn kết nội bộ ASEAN mà còn thúc đẩy hợp tác trong các lĩnh vực như quốc phòng, kinh tế số và kết nối cơ sở hạ tầng.
