Trong bối cảnh chuyển đổi năng lượng và phát triển xanh đang trở thành xu hướng tất yếu, việc thúc đẩy sử dụng ethanol sinh học E10 tại Việt Nam không chỉ là giải pháp đa dạng hóa nguồn cung cấp, giảm phát thải khí nhà kính mà còn mở ra cơ hội hình thành ngành nhiên liệu sinh học hiện đại, kết nối nông nghiệp, công nghiệp chế biến và năng lượng.

为实现这一目标，职能单位需要构建从原料区、乙醇生产到分销系统的同步价值链，为能源自主和绿色增长奠定基础。

Để đạt được mục tiêu này, các đơn vị chức năng cần xây dựng chuỗi giá trị đồng bộ từ vùng nguyên liệu, sản xuất ethanol đến hệ thống phân phối, tạo nền tảng cho độc lập năng lượng và tăng trưởng xanh.

美国、巴西或泰国等许多国家都将生物燃料视为确保能源安全和履行减排承诺的重要因素。

Nhiều quốc gia như Hoa Kỳ, Brazil hay Thái Lan coi nhiên liệu sinh học là yếu tố quan trọng trong việc đảm bảo an ninh năng lượng và thực hiện các cam kết giảm phát thải.

乙醇不仅创造了额外的清洁燃料来源，而且还促进了加工业的发展，扩大了农业消费市场并形成了对经济具有辐射效应价值链。

Ethanol không chỉ tạo thêm nguồn nhiên liệu sạch mà còn thúc đẩy phát triển công nghiệp chế biến, mở rộng thị trường tiêu thụ nông sản và hình thành các chuỗi giá trị có tác động lan tỏa đến nền kinh tế.

对于越南来说，E10生物汽油的部署需要从这个方向来看待。实际上，越南投资了许多乙醇工厂，但效率并未达到预期。消费规模仍有限，导致不少企业适度经营或停产。输出不稳定使得企业不敢大胆投入技术，而农民也没有扩大原料面积的动力。

Đối với Việt Nam, việc triển khai xăng sinh học E10 cần được nhìn nhận từ hướng này. Thực tế, Việt Nam đã đầu tư nhiều nhà máy sản xuất ethanol nhưng hiệu quả chưa đạt như mong đợi. Quy mô tiêu thụ còn hạn chế, dẫn đến nhiều công ty hoạt động cầm chừng hoặc tạm dừng sản xuất. Sản lượng không ổn định khiến doanh nghiệp không mạnh dạn đầu tư vào công nghệ, nông dân không có động lực mở rộng diện tích vùng nguyên liệu.

工贸部创新、绿色转型和工业促进局邓必成博士表示，重要的不仅是将E10汽油推向市场，而且要建立一个可持续的生物燃料生态系统，从原材料领域、乙醇生产到储存、分配和消费。

Tiến sĩ Tang Bichen từ Cục Đổi mới, Chuyển đổi xanh và Xúc tiến công nghiệp của Bộ Công Thương cho rằng, điều quan trọng không chỉ là đưa xăng E10 ra thị trường mà còn phải thiết lập một hệ sinh thái nhiên liệu sinh học bền vững, từ vùng nguyên liệu thô, sản xuất ethanol đến lưu trữ, phân phối và tiêu thụ.

只有价值链各环节同步衔接，生物燃料项目才能长远发展。

Chỉ khi tất cả các mắt xích trong chuỗi giá trị được kết nối đồng thời thì các dự án nhiên liệu sinh học mới có thể phát triển lâu dài.

这一观点表明，生物燃料发展思路已经发生转变，从单纯提高乙醇的掺混比例，转向打造在经济多个阶段创造附加值的工业产业。

Quan điểm này cho thấy tư duy phát triển nhiên liệu sinh học đã thay đổi, từ việc đơn giản tăng tỷ lệ pha trộn ethanol đến tạo ra ngành công nghiệp tạo ra giá trị gia tăng ở nhiều giai đoạn của nền kinh tế.

这也是符合发展绿色经济、循环经济、低排放要求的方向。当有稳定的机制和足够大的市场规模时，生物燃料产业就有了发展的条件，有助于实现能源资助和绿色增长的目标。

Điều này cũng phù hợp với sự phát triển của nền kinh tế xanh, nền kinh tế tuần hoàn và yêu cầu phát thải thấp. Khi có cơ chế ổn định và quy mô thị trường đủ lớn, ngành nhiên liệu sinh học sẽ có điều kiện phát triển, giúp đạt được các mục tiêu về tài trợ năng lượng và tăng trưởng xanh.

越南生物燃料协会主席杜文俊先生表示，当E10汽油广泛使用时，混合用乙醇的需求量将达到每月约9万-10万立方米。

Ông Đỗ Văn Tuấn, Chủ tịch Hiệp hội Nhiên liệu sinh học Việt Nam, cho biết khi xăng E10 được sử dụng rộng rãi, nhu cầu ethanol để pha chế sẽ đạt khoảng 90.000-100.000 mét khối/tháng.

与此同时，以目前的设计产能，国内工厂可以满足需求的45%左右，但由于许多单位尚未恢复运营，实际产量只能达到20%左右。这说明，如果政策足够稳定，国内生产还有很大的发展空间。

Đồng thời, với năng lực sản xuất thiết kế hiện nay, các nhà máy trong nước có thể đáp ứng khoảng 45% nhu cầu, nhưng do nhiều đơn vị chưa hoạt động trở lại nên sản lượng thực tế chỉ có thể đạt khoảng 20%. Điều này cho thấy nếu chính sách đủ ổn định thì vẫn còn nhiều dư địa để phát triển sản xuất trong nước.

杜文俊先生认为，短期内，越南仍需要将国内乙醇生产与进口结合起来，以确保供应。

Ông Du Wenjun cho rằng trong ngắn hạn, Việt Nam vẫn cần kết hợp sản xuất ethanol trong nước với nhập khẩu để đảm bảo nguồn cung.

但从长远来看，逐步提高国产乙醇比重有利于减少对外来依赖，同时为投资工厂的恢复、扩大原材料采购、形成企业与农民之间可持续的链接链创造条件。

Tuy nhiên, về lâu dài, việc tăng dần tỷ trọng ethanol sản xuất trong nước sẽ giúp giảm sự phụ thuộc vào nguồn bên ngoài, đồng thời tạo điều kiện cho các nhà máy đầu tư phục hồi, mở rộng thu mua nguyên liệu, hình thành chuỗi liên kết bền vững giữa doanh nghiệp và nông dân.

邓必成博士评论说，生物燃料生态系统只有从原材料区、生产、储存、分配到消费同步构建，才能有效运行。

Tiến sĩ Đặng Bichen nhận xét, hệ sinh thái nhiên liệu sinh học chỉ có thể vận hành hiệu quả nếu được xây dựng đồng bộ từ vùng nguyên liệu, sản xuất, lưu trữ, phân phối đến tiêu dùng.

这就需要各部委、地方和企业密切配合，规划原料区、发展物流基础设施、提高加工能力。

其中最重要的环节之一就是原材料区。专家表示，开发原料区并不是不惜一切代价扩大面积，而是要根据科学规划部署，适合各厂产能、各地优势。

Một trong những mắt xích quan trọng nhất là vùng nguyên liệu. Các chuyên gia cho rằng, phát triển vùng nguyên liệu không có nghĩa là mở rộng diện tích bằng mọi giá mà phải triển khai theo quy hoạch khoa học, phù hợp với năng lực sản xuất của từng nhà máy và lợi thế của từng địa phương.

木薯、玉米及农副产品也通过深加工提高价值，为推动循环经济、增加人民收入作出了贡献。

Sắn, ngô và các sản phẩm nông nghiệp, phụ phẩm cũng được gia tăng giá trị nhờ chế biến sâu, góp phần thúc đẩy nền kinh tế tuần hoàn và tăng thu nhập cho người dân.

除了原材料来源，技术创新也将决定该行业的竞争力。现代化的乙醇工厂不仅生产乙醇，还能有效利用二氧化碳、玉米秸秆（用作动物饲料）或玉米油等副产品来生产下一代生物燃料。

Ngoài nguồn nguyên liệu, đổi mới công nghệ cũng sẽ quyết định năng lực cạnh tranh của ngành. Các nhà máy sản xuất ethanol hiện đại không chỉ sản xuất ethanol mà còn sử dụng hiệu quả các sản phẩm phụ như carbon dioxide, thân cây ngô (dùng làm thức ăn chăn nuôi) hay dầu ngô để sản xuất nhiên liệu sinh học thế hệ tiếp theo.

Về lâu dài, Việt Nam cần từng bước làm chủ công nghệ sử dụng phụ phẩm nông nghiệp, sinh khối để sản xuất ethanol theo định hướng phát triển nền kinh tế tuần hoàn và giảm phát thải.

生物燃料计划的成功不仅要以 E10 汽油的消耗量来衡量，更重要的是要看它能否形成完整的价值链，在这个价值链中，农业提供原材料，企业投资技术，国家制定政策，市场为发展提供动力。

Sự thành công của chương trình nhiên liệu sinh học sẽ không chỉ được đo bằng lượng tiêu thụ xăng E10 mà quan trọng hơn là liệu nó có hình thành được chuỗi giá trị hoàn chỉnh, trong đó nông nghiệp cung cấp nguyên liệu thô, doanh nghiệp đầu tư vào công nghệ, nhà nước xây dựng chính sách và thị trường cung cấp sức mạnh cho phát triển.
