越南农业科学院院长阮鸿山教授在会上致开幕词时表示，水稻在亚洲农业、经济和文化中占据核心地位。对数十亿人口而言，稻米不仅是基本粮食，也是农村生计的重要基础和粮食安全的重要支柱。
Giáo sư Nguyễn Hồng Sơn, Chủ tịch Viện Khoa học Nông nghiệp Việt Nam, phát biểu khai mạc kỳ họp cho rằng cây lúa chiếm vị trí cốt lõi trong nền nông nghiệp, kinh tế và văn hóa của châu Á. Đối với hàng tỷ người, gạo không chỉ là lương thực cơ bản mà còn là nền tảng quan trọng cho sinh kế nông thôn và là trụ cột quan trọng của an ninh lương thực.
他指出，稻米产业当前面临气候变化日益严峻和农业生产必须减少温室气体排放，尤其是减少甲烷排放双重压力。据研讨会资料显示，稻米保障全球35亿多人口的生计，亚洲贡献了全球90%的稻米产量。2023年，越南水稻产量约4350万吨，出口830万吨大米。
Ông chỉ ra rằng ngành lúa gạo hiện đang phải đối mặt với áp lực kép là biến đổi khí hậu ngày càng nghiêm trọng và nhu cầu sản xuất nông nghiệp giảm phát thải khí nhà kính, đặc biệt là khí thải mêtan. Theo tài liệu hội thảo, lúa gạo đảm bảo sinh kế cho hơn 3,5 tỷ người trên thế giới và châu Á đóng góp 90% sản lượng lúa gạo toàn cầu. Năm 2023, Việt Nam sẽ sản xuất khoảng 43,5 triệu tấn gạo và xuất khẩu 8,3 triệu tấn gạo.
阮鸿山院长阮强调，“我们今天面临的最大挑战，不仅是生产更多稻米，更重要的是采取更加可持续的生产方式，即降低排放，增强应对气候变化的韧性，更高效地利用自然资源，并为农民创造更高收入”。
Chủ tịch Ruan Hongshan nhấn mạnh: “Thách thức lớn nhất mà chúng ta phải đối mặt hiện nay không chỉ là sản xuất nhiều gạo hơn mà quan trọng hơn là áp dụng phương pháp sản xuất bền vững hơn, đó là giảm khí thải, tăng khả năng chống chịu trước biến đổi khí hậu, sử dụng tài nguyên thiên nhiên hiệu quả hơn và tạo thu nhập cao hơn cho nông dân”.
要实现增产、增收、环保目标，稻米产业必须在科技、政策与合作方面实现新突破。
Để đạt được mục tiêu tăng sản lượng, thu nhập và bảo vệ môi trường, ngành lúa gạo phải đạt được những đột phá mới về công nghệ, chính sách và hợp tác.
在阮鸿山院长看来，科技成果只有真正被农民接受并有效应用，才能产生实际影响。当前的挑战不仅在于研发新品种或新技术，还在于通过助农、政策、市场机制、数字化以及科研家、政府、企业与农民之间的协同合作等渠道推广应用。

Báo cáo của Viện Nghiên cứu Lúa gạo Quốc tế chỉ ra rằng trồng lúa không chỉ là một trong những nguồn phát thải khí mê-tan quan trọng mà còn là một trong những lĩnh vực có tiềm năng lớn nhất để đạt được mức giảm phát thải đáng kể thông qua kỹ thuật canh tác được cải tiến.
有关研究结果显示，全球水稻种植的减排潜力可达36%，高于畜牧业的9%和耕地的3%。采用短生育期品种、合理调整秸秆还田时间、实施干湿交替灌溉、优化肥料管理及农业副产品利用等措施，可减少高达65%的甲烷排放。
Kết quả nghiên cứu liên quan cho thấy tiềm năng giảm phát thải toàn cầu của trồng lúa có thể đạt 36%, cao hơn mức 9% của chăn nuôi và 3% của đất trồng trọt. Lượng khí thải mêtan có thể giảm tới 65% bằng cách áp dụng các giống cây có thời gian sinh trưởng ngắn, điều chỉnh hợp lý thời gian trả rơm lại ruộng, thực hiện tưới khô và ướt xen kẽ, tối ưu hóa quản lý phân bón và tận dụng phụ phẩm nông nghiệp.
在九龙江三角洲，这种转型需求尤为迫切。该地区每年水稻播种面积约390万公顷，稻谷产量达2420万吨，占越南全国总产量的56%，平均单产为每公顷6.2吨。
Ở vùng đồng bằng sông Cửu Long, nhu cầu chuyển đổi này đặc biệt cấp bách. Diện tích gieo trồng lúa hàng năm ở vùng này khoảng 3,9 triệu ha, sản lượng lúa đạt 24,2 triệu tấn, chiếm 56% tổng sản lượng của Việt Nam. Năng suất bình quân là 6,2 tấn/ha.
有关研究组指出，《至2030年九龙江三角洲地区100万公顷优质低排放稻米与绿色增长协同发展项目》是按照价值链重组稻米生产体系的重要契机。未来合作方向包括数据库、数字化转型、生产技术、标准体系、监测—报告—核查（MRV）体系、碳信用、打造“越南绿色低排放大米”品牌以及推动生产方式转变。
Nhóm nghiên cứu liên quan chỉ ra rằng “Dự án hợp tác phát triển 1 triệu ha lúa phát thải thấp chất lượng cao và tăng trưởng xanh ở Đồng bằng sông Cửu Long đến năm 2030” là cơ hội quan trọng để tổ chức lại hệ thống sản xuất lúa gạo theo chuỗi giá trị. Các hướng hợp tác trong tương lai bao gồm cơ sở dữ liệu, chuyển đổi số, công nghệ sản xuất, hệ thống tiêu chuẩn, hệ thống giám sát-báo cáo-xác minh (MRV), tín chỉ carbon, xây dựng thương hiệu “Lúa xanh Việt Nam ít phát thải” và thúc đẩy chuyển đổi phương thức sản xuất.

Tiến sĩ Ngô Đức Minh, chuyên gia nghiên cứu về sản xuất lúa gạo phát thải thấp tại Viện Khoa học Nông nghiệp Việt Nam, chỉ ra rằng Việt Nam cam kết đạt mục tiêu “không phát thải ròng” vào năm 2050. Dự án trồng lúa chất lượng cao rộng hàng triệu ha không chỉ nhằm mục đích giảm phát thải khí nhà kính mà còn nhằm cải thiện chất lượng gạo, cải thiện chuỗi giá trị công nghiệp, tăng thu nhập cho nông dân, bảo vệ tài nguyên thiên nhiên và nâng cao khả năng cạnh tranh của lúa gạo Việt Nam.

Chia sẻ kiến thức và công nghệ là một cách hiệu quả để đẩy nhanh quá trình chuyển đổi. Hội thảo này đã khởi động chuỗi hoạt động hợp tác từ năm 2026 đến năm 2029, nhằm thiết lập “Cộng đồng thực hành sản xuất lúa gạo bền vững”.
从甲烷减排研究、培育抗逆品种到构建产业价值链，与会专家形成了一个共同共识：低排放水稻生产模式只有将技术方案与经济效益、市场需求以及农民能力建设相结合，才能实现大规模推广。当科技真正推动田间生产方式变革时，绿色增长才能成为稻米产业发展的持久动力。
Từ nghiên cứu giảm phát thải khí mê-tan, trồng các giống kháng stress đến xây dựng chuỗi giá trị công nghiệp, các chuyên gia tại cuộc họp đã đạt được sự đồng thuận chung: Chỉ bằng cách kết hợp các giải pháp kỹ thuật với lợi ích kinh tế, nhu cầu thị trường và nâng cao năng lực của nông dân, các mô hình sản xuất lúa ít phát thải mới có thể được phát huy trên quy mô lớn. Khi công nghệ thực sự thúc đẩy sự thay đổi trong phương thức sản xuất trên đồng ruộng, tăng trưởng xanh có thể trở thành động lực lâu dài cho sự phát triển của ngành lúa gạo.
