据越通社报道，河内市人民委员会副主席裴维强刚刚签署并颁布了关于落实政府总理于2026年4月2日颁布有关规定道路交通摩托车和轻便摩托车尾气排放国家技术标准应用路线图的第13/2026/QĐ-TTg号决定的文件。
Theo VNA, Phó Chủ tịch UBND TP Hà Nội Bùi Duy Cường vừa ký và ban hành văn bản triển khai Quyết định số 13/2026/QĐ-TTg của Thủ tướng Chính phủ ban hành ngày 2/4/2026 về lộ trình áp dụng quy chuẩn kỹ thuật quốc gia về khí thải xe mô tô, xe gắn máy trong giao thông đường bộ.
据此，河内市人民委员会交由建设局主导制定摩托车及轻便摩托车尾气检测机构网络的发展方案，确保满足辖区内的检测需求，且符合首都的实际条件。与此同时，依法组织实施尾气的检测、检查与监督工作。
Theo đó, UBND TP Hà Nội giao Sở Xây dựng chủ trì xây dựng quy hoạch phát triển mạng lưới cơ quan kiểm nghiệm khí thải xe máy, xe gắn máy đảm bảo đáp ứng nhu cầu kiểm nghiệm trên địa bàn và đáp ứng điều kiện thực tế của thủ đô. Đồng thời, việc phát hiện, kiểm tra, giám sát khí thải được tổ chức và thực hiện theo quy định của pháp luật.
建设局负责接收并管理服务于尾气检测管理工作的信息系统；接收来自建设部关于检测机构的信息和尾气检测数据，以便与市公安局配合，依法实施国家管理及行政违规行为的处理。
Cục Xây dựng có trách nhiệm tiếp nhận, quản lý hệ thống thông tin phục vụ công tác quản lý thí nghiệm khí thải; tiếp nhận thông tin từ Bộ Xây dựng về cơ quan kiểm định, số liệu kiểm nghiệm khí thải để phối hợp với Công an thành phố thực hiện quản lý cấp quốc gia và xử lý vi phạm hành chính theo quy định của pháp luật.
财政局同财政部配合研究并提出关于税收、费用的优惠政策以及直接和间接的财政支持机制意见，旨在发展尾气检测机构网络，并在有要求时支持民众更换交通工具。
Cục Tài chính phối hợp với Bộ Tài chính nghiên cứu, đưa ra ý kiến về chính sách ưu đãi về thuế, phí cũng như các cơ chế hỗ trợ tài chính trực tiếp và gián tiếp nhằm phát triển mạng lưới cơ quan phát hiện khí thải và hỗ trợ người dân chuyển đổi phương tiện đi lại khi có nhu cầu.
科技局作为牵头单位，同科技部配合研究、梳理并完善关于燃料的国家技术标准，确保与尾气排放标准的实施路线图相契合；同时依法开展尾气检测测量工具的检定工作。
Với vai trò là đơn vị chủ trì, Cục Khoa học và Công nghệ phối hợp với Bộ Khoa học và Công nghệ nghiên cứu, xây dựng, hoàn thiện các quy chuẩn kỹ thuật quốc gia về nhiên liệu đảm bảo phù hợp với lộ trình thực hiện tiêu chuẩn khí thải; đồng thời, việc kiểm định các dụng cụ đo, phát hiện khí thải được thực hiện theo đúng quy định của pháp luật.
