柯林斯分析员近日在吉隆坡接受越通社记者采访时指出，越南始终将东盟置于多边外交政策的核心位置，在维护东盟团结、缩小成员国分歧、促进共识形成方面发挥着“桥梁”作用。面对地区地缘政治形势复杂演变，越南推动建立兼顾各方利益的共同平台，对维护东盟凝聚力和中心地位具有重要意义。
Nhà phân tích Collins chỉ ra trong một cuộc phỏng vấn gần đây với phóng viên Thông tấn xã Việt Nam tại Kuala Lumpur rằng Việt Nam luôn đặt ASEAN ở vị trí cốt lõi của chính sách đối ngoại đa phương và đóng vai trò “cầu nối” trong việc duy trì sự thống nhất của ASEAN, thu hẹp khác biệt giữa các quốc gia thành viên và thúc đẩy hình thành sự đồng thuận. Trước những diễn biến phức tạp của tình hình địa chính trị khu vực, việc Việt Nam thúc đẩy thiết lập một cương lĩnh chung có tính đến lợi ích của các bên có ý nghĩa rất lớn trong việc duy trì sự gắn kết và vai trò trung tâm của ASEAN.
在维护地区和平稳定方面，越南坚持尊重国际法，通过和平方式解决争端，维护航行自由，并积极支持全面有效落实《东海各方行为宣言》（DOC），推动制定符合包括1982年《联合国海洋法公约》（UNCLOS）在内国际法的、有效且具有约束力的《东海行为准则》（COC）。这些努力不仅维护了地区共同利益，也进一步增强了东盟主导机制的公信力。
Trong việc duy trì hòa bình, ổn định trong khu vực, Việt Nam khẳng định tôn trọng luật pháp quốc tế, giải quyết tranh chấp bằng biện pháp hòa bình, bảo vệ tự do hàng hải, tích cực ủng hộ thực hiện đầy đủ và hiệu quả Tuyên bố về ứng xử của các bên ở Biển Đông (DOC), thúc đẩy xây dựng Bộ Quy tắc ứng xử ở Biển Đông (COC) hiệu lực, mang tính ràng buộc, phù hợp với luật pháp quốc tế, trong đó có Công ước của Liên hợp quốc về Luật Biển 1982 (UNCLOS). Tại Hội nghị Bộ trưởng Ngoại giao ASEAN lần thứ 59, Việt Nam đề xuất một loạt sáng kiến chiến lược nhằm tăng cường hơn nữa việc thực hiện các nguyên tắc của ASEAN và thúc đẩy hội nhập kinh tế khu vực sâu hơn và có chất lượng cao hơn. Những sáng kiến này thể hiện một khái niệm hướng tới tương lai: vai trò trung tâm của ASEAN không thể chỉ dựa vào lợi thế địa lý hay tích lũy ngoại giao truyền thống, mà phải bắt nguồn từ sự đoàn kết thực sự, phối hợp chính sách hiệu quả và hành động tập thể để ứng phó với các cuộc khủng hoảng khu vực và toàn cầu.

Tập trung thực hiện Tầm nhìn Cộng đồng ASEAN 2045, ông tin rằng Việt Nam cần tiếp tục tập trung vào các sáng kiến hợp tác thiết thực, có thể định lượng và có thể tạo dựng sự đồng thuận rộng rãi giữa các quốc gia thành viên.
其中，建立“东盟复原力与危机应对战略框架”可作为越南重点推动的优先事项。该框架应整合预警机制、紧急磋商程序、公民保护措施及供应链监测等功能，从而提升东盟在应对能源、粮食、交通运输等领域突发风险时的整体协调能力。
Trong số đó, việc xây dựng “Khung khổ chiến lược chống chịu và ứng phó khủng hoảng của ASEAN” có thể được coi là một ưu tiên mà Việt Nam cần thúc đẩy. Với hệ sinh thái sản xuất và đổi mới công nghệ ngày càng phát triển, Việt Nam có nền tảng vững chắc để tích hợp sâu chuyển đổi kỹ thuật số với chuỗi cung ứng khu vực. Về an ninh hàng hải, ông tin rằng Việt Nam cần tiếp tục thúc đẩy hòa bình khu vực và hợp tác thực chất thông qua các biện pháp tăng cường sự tin cậy lẫn nhau. Ngoài việc ủng hộ việc sớm hoàn tất “Bộ quy tắc ứng xử ở Biển Hoa Đông” (COC) thực dụng và hiệu quả, chúng ta cũng có thể ủng hộ việc thiết lập cơ chế đường dây nóng hàng hải và quy trình phòng ngừa khẩn cấp hàng hải hoàn chỉnh hơn, đồng thời tăng cường hợp tác nghiên cứu khoa học biển và bảo vệ môi trường sinh thái biển để cùng bảo vệ lợi ích chung của các quốc gia ven biển.
此外，他认为以人为本也应成为越南推动《东盟共同体2045愿景》落实的重要方向。越南可提倡建立 “东盟未来技能与创新网络”，推动区域高校、科研机构和企业在半导体、生物技术、气候科学等前沿领域开展合作，使《东盟共同体2045愿景》真正惠及青年一代。
Ngoài ra, ông tin rằng đặt con người lên hàng đầu cũng là định hướng quan trọng để Việt Nam thúc đẩy thực hiện Tầm nhìn Cộng đồng ASEAN 2045. Việt Nam có thể thúc đẩy thành lập “Mạng lưới Đổi mới và Kỹ năng Tương lai ASEAN” và thúc đẩy các trường đại học, tổ chức nghiên cứu khoa học và doanh nghiệp trong khu vực hợp tác trong các lĩnh vực tiên tiến như chất bán dẫn, công nghệ sinh học và khoa học khí hậu, để “Tầm nhìn Cộng đồng ASEAN 2045” thực sự mang lại lợi ích cho thế hệ trẻ.
为确保各项愿景真正落地见效，而非停留在政策层面，柯林斯分析员建议越南可倡议建立公开透明的《东盟2045目标落实评估机制》，设置可量化指标，定期跟踪各项目标落实进展。他认为，由越南倡议设立的东盟未来论坛（ASEAN Future Forum）完全可以发展为年度评估平台，汇聚政府、专家、企业等各方力量，共同评估实施成效并提出完善建议。
Để đảm bảo các tầm nhìn khác nhau được thực hiện thực sự và hiệu quả, thay vì chỉ dừng lại ở cấp độ chính sách, các nhà phân tích của Collins đề xuất Việt Nam có thể chủ trương thiết lập “Cơ chế đánh giá thực hiện mục tiêu ASEAN 2045” công khai và minh bạch, đặt ra các chỉ số định lượng và thường xuyên theo dõi tiến độ thực hiện các mục tiêu khác nhau.
