Theo phân tích của Tiến sĩ Hồ Quốc Tuấn, nguồn nhân lực hiện có giúp Việt Nam phát triển các lĩnh vực liên quan như dịch vụ phần mềm, công nghệ thông tin và máy bay không người lái. Với lực lượng lao động kỹ sư phần mềm trẻ, chi phí cạnh tranh và kỹ năng tính toán tốt, Việt Nam đang trở thành điểm đến gia công phần mềm hấp dẫn. Các công ty như FPT Software, VNG đã chứng tỏ được khả năng thâm nhập thị trường quốc tế. Đây là lĩnh vực không yêu cầu đầu tư cơ sở hạ tầng đáng kể mà lại tận dụng lực lượng lao động hiện có. Ngoài ra, Việt Nam còn có cơ hội thu hút các cơ sở lắp ráp thiết bị điện tử, máy bay không người lái dân sự và thương mại. Samsung, LG, Intel và các tập đoàn khác đã triển khai tại đây, điều này có thể trở thành cơ sở để phát triển hệ sinh thái nhà cung cấp địa phương.
胡国俊博士还认为，通过合理吸引外商直接投资（FDI），越南可以参与半导体制造领域的若干合适环节。他认为，与其建设需要数百亿美元和漫长时间的先进半导体晶圆厂，越南应将目标锁定在芯片设计（无晶圆厂设计）、封装测试（OSAT——外包半导体组装和测试）和电路板生产等环节。位于胡志明市的英特尔组装与测试工厂就是这一方向的典型例证。
Tiến sĩ Hu Quốc Tuấn cũng cho rằng, bằng cách thu hút đầu tư trực tiếp nước ngoài (FDI) đúng cách, Việt Nam có thể tham gia vào một số liên kết phù hợp trong lĩnh vực sản xuất chất bán dẫn. Ông cho rằng thay vì xây dựng các nhà máy bán dẫn tiên tiến cần hàng chục tỷ USD và mất nhiều thời gian, Việt Nam nên nhắm tới các khía cạnh như thiết kế chip (fabless thiết kế), đóng gói và thử nghiệm (OSAT - lắp ráp và thử nghiệm chất bán dẫn gia công) và sản xuất bảng mạch. Cơ sở lắp ráp và thử nghiệm của Intel tại TP.HCM là một ví dụ điển hình cho hướng đi này.
胡国俊博士还表示，越南可以考虑参与面向老年人的现代医疗服务。他指出，亚太地区的人口老龄化趋势正在创造对应用科技（远程医疗、辅助设备、AI诊断）的老年人照护服务的巨大需求。这是越南可以结合低成本优势与引进/合作技术，打造具有区域竞争力服务的领域。

Ông chỉ ra rằng xu hướng dân số già ở khu vực châu Á - Thái Bình Dương đang tạo ra nhu cầu rất lớn về các dịch vụ chăm sóc người cao tuổi ứng dụng công nghệ (điều trị từ xa, thiết bị hỗ trợ, chẩn đoán AI). Đây là lĩnh vực mà Việt Nam có thể kết hợp lợi thế chi phí thấp với công nghệ nhập khẩu/hợp tác để tạo ra các dịch vụ có tính cạnh tranh trong khu vực.

Với thị trường tiêu dùng 100 triệu dân, Việt Nam có lợi thế đặc biệt trong việc phát triển các nền tảng dịch vụ số nội địa như thương mại điện tử, công nghệ tài chính, giáo dục trực tuyến, logistics thông minh. Đây không chỉ là giải pháp giải quyết vấn đề việc làm mà còn là cơ sở cho sự đổi mới nội sinh.
关于支持科技企业的机制，胡国俊博士认为，国家应发挥营造发展环境的作用，而非成为大型科技项目的主要投资者。他认为，公共资源应优先投入连接性基础设施（物流、带宽、电力）、改善法律环境和降低企业合规成本。这些是可持续吸引私人资本和FDI的因素。此外，公共资源还应集中于社会保障（经济冲击缓冲垫）和必要基础设施的启动资金，以确保当重点行业遭遇周期性困难时经济的韧性。
Về cơ chế hỗ trợ doanh nghiệp công nghệ, Tiến sĩ Hu Guojun cho rằng nhà nước nên đóng vai trò tạo môi trường phát triển hơn là trở thành nhà đầu tư chính trong các dự án công nghệ quy mô lớn. Ông tin rằng nguồn lực công cần được ưu tiên đầu tư vào cơ sở hạ tầng kết nối (hậu cần, băng thông, điện), cải thiện môi trường pháp lý và giảm chi phí tuân thủ của doanh nghiệp. Đây là những yếu tố thu hút bền vững nguồn vốn tư nhân và FDI.
