俄罗斯外交部长谢尔盖·拉夫罗夫（Sergey Lavrov）在会上发表讲话时强调，东盟—俄罗斯战略伙伴关系对地区和平、稳定与合作具有重要意义，并表示决心切实落实双方高层共识和决定。在具体合作方面，拉夫罗夫建议东盟与俄罗斯继续加强政治安全、反恐和打击跨国犯罪、信息技术安全、海洋合作、贸易与投资、能源、粮食和化肥、数字化转型、人工智能（AI）、教育、青年交流和文化等领域的对话与合作。俄罗斯还欢迎并愿支持东盟加强与欧亚经济联盟、金砖国家（BRICS）和上海合作组织的合作。
Phát biểu tại cuộc gặp, Ngoại trưởng Nga Sergey Lavrov nhấn mạnh quan hệ Đối tác chiến lược ASEAN-Nga có ý nghĩa to lớn đối với hòa bình, ổn định và hợp tác ở khu vực, đồng thời bày tỏ quyết tâm thực hiện hiệu quả các đồng thuận và quyết định cấp cao của hai bên. Về hợp tác cụ thể, ông Lavrov đề nghị ASEAN và Nga tiếp tục tăng cường đối thoại, hợp tác trong các lĩnh vực an ninh chính trị, chống khủng bố và tội phạm xuyên quốc gia, an ninh công nghệ thông tin, hợp tác hàng hải, thương mại và đầu tư, năng lượng, lương thực và phân bón, chuyển đổi số, trí tuệ nhân tạo (AI), giáo dục, giao lưu thanh niên và văn hóa. Nga cũng hoan nghênh và sẵn sàng hỗ trợ ASEAN tăng cường hợp tác với Liên minh kinh tế Á-Âu, BRICS và Tổ chức Hợp tác Thượng Hải.
东盟各国高度评价俄罗斯继续支持东盟核心作用并积极参与东亚峰会（EAS）、东盟地区论坛（ARF）和东盟防长扩大会议（ADMM+）等东盟主导的各项机制。同时，建议双方进一步挖掘经贸、投资、能源、数字化转型、科技及人文交流等领域的合作潜力。各国外长一致认为，当务之急是尽快将高层承诺落实为符合《东盟共同体2045愿景》的各项具体合作计划。各方还同意推动网络安全、打击跨国犯罪、反恐、灾害管理、卫生医疗、教育、旅游和青年交流等领域合作关系向纵深发展。
Các nước ASEAN đánh giá cao việc Nga tiếp tục ủng hộ vai trò cốt lõi của ASEAN và tham gia tích cực vào nhiều cơ chế do ASEAN lãnh đạo như Hội nghị cấp cao Đông Á (EAS), Diễn đàn khu vực ASEAN (ARF) và Hội nghị Bộ trưởng Quốc phòng ASEAN mở rộng (ADMM+). Đồng thời, đề nghị hai bên khai thác hơn nữa tiềm năng hợp tác trên các lĩnh vực kinh tế thương mại, đầu tư, năng lượng, chuyển đổi số, công nghệ và trao đổi văn hóa. Bộ trưởng Ngoại giao các nước nhất trí ưu tiên hàng đầu là triển khai các cam kết cấp cao thành các kế hoạch hợp tác cụ thể phù hợp với Tầm nhìn Cộng đồng ASEAN 2045 trong thời gian sớm nhất. Các bên cũng nhất trí thúc đẩy hợp tác sâu rộng trong các lĩnh vực như an ninh mạng, chống tội phạm xuyên quốc gia, chống khủng bố, quản lý thảm họa, chăm sóc sức khỏe, giáo dục, du lịch và giao lưu thanh niên.
越南外交部长黎怀忠在会上发表讲话时指出，为将双方领导的愿景和承诺转化为具体成果，双方应促进经济合作取得新突破，力争到2035年双边贸易金额达450亿美元；尽快细化、实化、具体化《东盟—俄罗斯能源合作联合声明》，重点推进战略燃料储存和储备设施建设，扩大液化天然气（LNG）贸易往来，加强可再生能源、民用核能及节能技术等领域合作。
Bộ trưởng Bộ Ngoại giao Việt Nam Lê Hoài Trung chỉ ra trong bài phát biểu tại cuộc gặp rằng để biến tầm nhìn và cam kết của lãnh đạo hai bên thành kết quả cụ thể, hai bên cần thúc đẩy những đột phá mới trong hợp tác kinh tế và phấn đấu đạt kim ngạch thương mại song phương 45 tỷ USD vào năm 2035; hoàn thiện, triển khai và cụ thể hóa Tuyên bố chung ASEAN-Nga về Hợp tác Năng lượng trong thời gian sớm nhất, tập trung thúc đẩy xây dựng các cơ sở lưu trữ và dự trữ nhiên liệu chiến lược, mở rộng thương mại khí đốt tự nhiên hóa lỏng (LNG), tăng cường hợp tác trong các lĩnh vực năng lượng tái tạo, năng lượng hạt nhân dân sự và công nghệ tiết kiệm năng lượng.
黎怀忠部长还建议东盟与俄罗斯将合作关系拓展至科技与创新、联合科研、创新创业生态系统、数字化转型和数字安全等新兴领域，充分发挥东盟—俄罗斯信息与通信技术（ICT）安全对话机制以及俄罗斯与东盟数字化转型高级官员合作机制的作用，其中协助落实《联合国打击网络犯罪公约》（《河内公约》）。在社会文化领域，黎怀忠部长建议双方通过促进旅游合作、增开直达航线和深化青年交流，进一步加强民间联系。借此机会，他强调，越南将努力于2027年成功举办第二届东盟—俄罗斯青年外交官会议。
Bộ trưởng Lê Hoài Trung cũng đề nghị ASEAN và Nga mở rộng quan hệ hợp tác sang các lĩnh vực mới nổi như khoa học công nghệ và đổi mới sáng tạo, nghiên cứu khoa học chung, hệ sinh thái đổi mới sáng tạo và khởi nghiệp, chuyển đổi số và an ninh số, phát huy tối đa Cơ chế đối thoại an ninh công nghệ thông tin và truyền thông ASEAN-Nga (ICT) và Cơ chế hợp tác quan chức cao cấp về chuyển đổi số Nga-ASEAN, trong đó có hỗ trợ thực hiện Công ước của Liên hợp quốc về chống tội phạm mạng (Công ước Hà Nội). Trong lĩnh vực văn hóa - xã hội, Bộ trưởng Lai Huaizhong đề nghị hai bên tăng cường hơn nữa quan hệ nhân dân bằng cách thúc đẩy hợp tác du lịch, mở thêm các đường bay trực tiếp và tăng cường giao lưu thanh niên. Nhân cơ hội này, ông nhấn mạnh Việt Nam sẽ phấn đấu đăng cai thành công Hội nghị Ngoại giao trẻ ASEAN-Nga lần thứ 2 vào năm 2027.
