据越通社报道，越南国家民事防护指导委员会7月24日向从广宁省至安江省沿海省市人民委员会下发关于主动应对海上强风和东海附近台风的第33/BCĐ-BNNMT号公文。
Theo Thông tấn xã Việt Nam, ngày 24/7, Ban Chỉ đạo Bảo vệ dân sự Việt Nam đã có văn bản số 33/BCĐ-BNNMT gửi UBND các tỉnh, thành phố ven biển từ Quảng Ninh đến An Giang về việc chủ động ứng phó gió mạnh trên biển, bão gần biển Hoa Đông.
公文指出，据国家水文气象预报中心的消息，7月24日至25日，从林同省至胡志明市海域以及东海（包括长沙特区海域）出现6级西南风，阵风达7至8级。此外，位于菲律宾以东海域的热带低压已增强为台风，国际名称“红霞”（NOUL）。
Văn bản chính thức chỉ ra, theo Trung tâm Dự báo Khí tượng Thủy văn Quốc gia, từ ngày 24 đến 25/7, gió tây nam cấp 6 xuất hiện trên vùng biển từ tỉnh Lâm Đồng đến TP.HCM và biển Hoa Đông (bao gồm cả vùng biển huyện Trường Saud), giật cấp 7 đến cấp 8. Ngoài ra, áp thấp nhiệt đới nằm ở vùng biển phía Đông Philippines đã mạnh lên thành bão cuồng phong, có tên quốc tế là "Hongxia" (NOUL).
7月24日13时，台风中心位于北纬18.7度、东经122.6度，中心附近最大风力达8至9级，阵风12级；以每小时约25公里的速度向西北偏西方向移动。预计该台风将进入东海东北部海域，随后登陆中国广东省，对越南陆地产生直接影响的可能性较小。
Đến 13h ngày 24/7, tâm bão ở tọa độ 18,7 độ vĩ Bắc và 122,6 độ kinh Đông. Sức gió lớn nhất vùng gần tâm đạt cấp 8 đến cấp 9, giật cấp 12; nó di chuyển theo hướng tây-tây bắc với tốc độ khoảng 25 km một giờ. Bão dự kiến sẽ đi vào vùng biển Đông Bắc biển Hoa Đông rồi đổ bộ vào tỉnh Quảng Đông, Trung Quốc. Nó ít có khả năng tác động trực tiếp đến đất đai Việt Nam.
为主动应对海上强风及东海附近台风，越南国家民事防护指导委员会要求各地密切跟踪国家水文气象预报中心关于海上强风及东海附近台风“红霞”的预报预警信息，及时通知海上作业的船长、船主和各类船只，以主动采取防范措施并合理安排生产计划；加强对海上作业船只，特别是在海湾及沿海区域运营的旅游船只的监管，确保人员和财产安全；保持通信联络畅通，以便及时处置可能发生的突发情况。
Để chủ động ứng phó gió mạnh trên biển, bão gần Biển Hoa Đông, Ban Chỉ đạo Bảo vệ dân sự Việt Nam yêu cầu các địa phương bám sát thông tin dự báo, cảnh báo gió mạnh trên biển, bão Hồng Hạ gần biển Hoa Đông từ Trung tâm Dự báo Khí tượng Thủy văn Quốc gia, đồng thời thông báo kịp thời cho thuyền trưởng, chủ tàu và các loại tàu đang hoạt động trên biển để chủ động có biện pháp phòng ngừa, bố trí phương án sản xuất hợp lý; tăng cường giám sát tàu thuyền hoạt động trên biển, đặc biệt là tàu du lịch hoạt động trong vịnh, ven biển để bảo đảm an toàn cho người và tài sản; giữ liên lạc cởi mở để xử lý các trường hợp khẩn cấp có thể xảy ra một cách kịp thời.
同时，做好力量和物资准备，随时开展搜救、救援工作。严格执行值班制度，定期向国家民事防护指导委员会报告有关情况。
