加入东盟三十多年后，越南继续成为推动东盟凝聚力与发展的重要因素。印度尼西亚东南亚研究中心（CSEAS）主任阿里斯曼博士在接受越通社驻印尼记者采访时表示，越南不仅是东盟积极成员，还在东盟共同体建设进程中日益彰显建设性作用。
Hơn ba mươi năm sau khi gia nhập ASEAN, Việt Nam tiếp tục là nhân tố quan trọng thúc đẩy sự gắn kết và phát triển của ASEAN. Tiến sĩ Arisman, Giám đốc Trung tâm Nghiên cứu Đông Nam Á Indonesia (CSEAS), cho biết trong cuộc phỏng vấn với phóng viên Thông tấn xã Việt Nam tại Indonesia rằng Việt Nam không chỉ là thành viên tích cực của ASEAN mà ngày càng đóng vai trò mang tính xây dựng trong quá trình xây dựng cộng đồng ASEAN.
阿里斯曼主任指出，加入东盟31年来，越南为东盟共同体三大支柱作出了重要贡献。在政治安全领域，越南始终支持东盟中心地位，为维护地区和平稳定并防止冲突作出积极贡献。
Giám đốc Arisman chỉ ra rằng kể từ khi gia nhập ASEAN 31 năm trước, Việt Nam đã có những đóng góp quan trọng vào 3 trụ cột của cộng đồng ASEAN. Trong lĩnh vực chính trị, an ninh, Việt Nam luôn ủng hộ vị trí trung tâm của ASEAN và đóng góp tích cực vào việc duy trì hòa bình, ổn định khu vực và ngăn ngừa xung đột.
在东盟整体发展进程中，越南成为了充满活力的经济体，并在区域供应链中发挥日益重要作用。越南积极参与东盟经济共同体（AEC）、《区域全面经济伙伴关系协定》（RCEP）以及东盟引导的自由贸易协定，有利于促进经济与投资互联互通。援引世界银行（WB）的评估，阿里斯曼表示，越南目前已成为东南亚重要贸易中心之一，并跻身本地区增长速度最快的经济体行列。
Trong quá trình phát triển chung của ASEAN, Việt Nam đã trở thành nền kinh tế năng động và đóng vai trò ngày càng quan trọng trong chuỗi cung ứng khu vực. Việt Nam tích cực tham gia Cộng đồng kinh tế ASEAN (AEC), Hiệp định Đối tác kinh tế toàn diện khu vực (RCEP) và các hiệp định thương mại tự do do ASEAN dẫn đầu, tạo điều kiện thuận lợi cho việc thúc đẩy kết nối kinh tế và đầu tư. Dẫn đánh giá của Ngân hàng Thế giới (WB), Arisman cho rằng, Việt Nam hiện đã trở thành một trong những trung tâm thương mại quan trọng ở Đông Nam Á và nằm trong nhóm các nền kinh tế tăng trưởng nhanh nhất khu vực.

Về các trụ cột văn hóa, xã hội, Việt Nam tích cực thúc đẩy hợp tác trong các lĩnh vực như phát triển bền vững, ứng phó với biến đổi khí hậu, quản lý thiên tai, giáo dục, y tế và giao lưu nhân dân. Đặc biệt, Việt Nam đã chủ động đề xuất các ưu tiên mới như tăng trưởng xanh, chuyển đổi số, đổi mới sáng tạo và phát triển bao trùm để góp phần xây dựng chương trình nghị sự dài hạn của ASEAN.
就越南为第59届东盟外长会议作出的贡献，阿里斯曼主任认为，越南继续彰显其在巩固团结、增强战略自主、促进务实合作中作为积极且负责任成员的地位。
Về đóng góp của Việt Nam tại Hội nghị Bộ trưởng Ngoại giao ASEAN lần thứ 59, Giám đốc Arisman tin tưởng Việt Nam tiếp tục thể hiện vai trò là thành viên tích cực và có trách nhiệm trong củng cố đoàn kết, tăng cường tự chủ chiến lược và thúc đẩy hợp tác thiết thực.
他指出，在大国竞争加剧的背景下，越南强调维护东盟中心地位、加强内部团结，并有效发挥东亚峰会（EAS）、东盟地区论坛（ARF）及东盟+等东盟引导机制的必要性。
Ông chỉ ra rằng trong bối cảnh cạnh tranh giữa các nước lớn ngày càng gay gắt, Việt Nam nhấn mạnh sự cần thiết phải duy trì vị trí trung tâm của ASEAN, tăng cường đoàn kết nội bộ và tận dụng hiệu quả các cơ chế chỉ đạo của ASEAN như Cấp cao Đông Á (EAS), Diễn đàn khu vực ASEAN (ARF), ASEAN+.
与此同时，越南不断强化落实《东盟共同体愿景2045》的决心，并强调通过区域互联互通、数字化转型、创新、可持续增长和体制能力建设等行动计划将该愿景具体化。
Đồng thời, Việt Nam tiếp tục tăng cường quyết tâm thực hiện Tầm nhìn Cộng đồng ASEAN 2045 và nhấn mạnh việc thực hiện cụ thể tầm nhìn thông qua các kế hoạch hành động như kết nối khu vực, chuyển đổi số, đổi mới sáng tạo, tăng trưởng bền vững và xây dựng năng lực thể chế.
在地区问题，尤其是东海问题上，越南坚持在国际法及1982年《联合国海洋法公约》（UNCLOS）的基础上通过和平方式解决争端。阿里斯曼认为，这些立场表明，越南不仅积极参与东盟进程，还主动提出倡议与解决方案，以增强东盟的适应能力并巩固其凝聚力。
Về các vấn đề khu vực, đặc biệt là vấn đề Biển Hoa Đông, Việt Nam khẳng định giải quyết tranh chấp bằng biện pháp hòa bình trên cơ sở luật pháp quốc tế và Công ước Liên hợp quốc về Luật Biển 1982 (UNCLOS). Arisman cho rằng những quan điểm này cho thấy Việt Nam không chỉ tham gia tích cực vào tiến trình ASEAN mà còn chủ động đề xuất các sáng kiến, giải pháp nâng cao khả năng thích ứng và củng cố sự gắn kết của ASEAN.
谈及越南在落实《东盟共同体愿景2045》中的作用，阿里斯曼主任认为，越南具备多方面条件，可继续为地区共同发展目标作出贡献。
Nói về vai trò của Việt Nam trong việc thực hiện Tầm nhìn Cộng đồng ASEAN 2045, Giám đốc Arisman tin tưởng Việt Nam có nhiều điều kiện để tiếp tục đóng góp vào các mục tiêu phát triển chung của khu vực.
他表示，越南可通过加强数字互联互通、促进跨境贸易便利化、发展可持续供应链以及支持中小企业的数字化转型，进一步推动经济一体化，从而提升东盟在全球经济格局变化中的竞争力。
Ông cho biết Việt Nam có thể thúc đẩy hơn nữa hội nhập kinh tế bằng cách tăng cường kết nối kỹ thuật số, thúc đẩy thuận lợi hóa thương mại xuyên biên giới, phát triển chuỗi cung ứng bền vững và hỗ trợ chuyển đổi kỹ thuật số của các doanh nghiệp vừa và nhỏ, từ đó nâng cao khả năng cạnh tranh của ASEAN trong bối cảnh kinh tế toàn cầu đang thay đổi.
此外，越南还可在可再生能源、循环经济、可持续农业及气候变化适应等方面向东盟各国分享经验，为实现可持续发展目标和加强地区能源安全作出贡献。
Ngoài ra, Việt Nam cũng có thể chia sẻ kinh nghiệm với các nước ASEAN trong các lĩnh vực như năng lượng tái tạo, kinh tế tuần hoàn, nông nghiệp bền vững và thích ứng với biến đổi khí hậu, góp phần đạt được các mục tiêu phát triển bền vững và tăng cường an ninh năng lượng khu vực.
另外，越南能为东盟数字化转型进程和缩小成员国之间的发展差距作出更多贡献。
Ngoài ra, Việt Nam có thể đóng góp nhiều hơn vào quá trình chuyển đổi số của ASEAN và thu hẹp khoảng cách phát triển giữa các nước thành viên.
阿里斯曼主任认为，越南的突出优势在于能够连接不同利益、促进务实合作，并在应对新挑战的同时维护东盟团结。他相信这些优势将继续助力越南在实现《东盟共同体愿景2045》，推动建设一个更加坚韧、创新、可持续且以人民为中心的东盟。（完）
