联合国秘书长古特雷斯警告说，如果国际社会不采取果断和有效的行动，非法开采资源的现象将继续加剧不平等、动荡和暴力。古特雷斯呼吁结束这一现状，并确保整个资源价值链的公平性，其中各国家和社区必须是首要且最大受益于自身资源的主体。
Tổng thư ký LHQ António Guterres cảnh báo rằng nếu cộng đồng quốc tế không có hành động quyết đoán và hiệu quả, việc khai thác tài nguyên bất hợp pháp sẽ tiếp tục làm trầm trọng thêm tình trạng bất bình đẳng, bất ổn và bạo lực. Guterres kêu gọi chấm dứt hiện trạng này và đảm bảo sự công bằng trong toàn bộ chuỗi giá trị tài nguyên, trong đó các quốc gia và cộng đồng phải là người hưởng lợi đầu tiên và lớn nhất từ nguồn tài nguyên của chính họ.
阮海流公使在致辞中强调，在当前，特别是在能源转型和气候变化的背景下，自然资源与全球和平、安全及可持续发展之间的联系日益加深。阮海流公使呼吁国际社会采取全面、长远且符合各国实际情况的方法，将资源管理融入预防冲突、建设和平以及冲突后重建的努力中；确保拥有资源的国家和社区能够充分享有其资源带来的正当利益。
Bộ trưởng Nguyễn Hải Lưu nhấn mạnh trong bài phát biểu rằng hiện nay, đặc biệt trong bối cảnh chuyển đổi năng lượng và biến đổi khí hậu, mối liên hệ giữa tài nguyên thiên nhiên với hòa bình, an ninh và phát triển bền vững toàn cầu ngày càng sâu sắc. Bộ trưởng Nguyễn Hải Lưu kêu gọi cộng đồng quốc tế có cách tiếp cận toàn diện, lâu dài, phù hợp với tình hình thực tế của mỗi nước, lồng ghép quản lý tài nguyên vào nỗ lực ngăn ngừa xung đột, xây dựng hòa bình và tái thiết sau xung đột; bảo đảm các quốc gia, cộng đồng có tài nguyên được hưởng đầy đủ lợi ích chính đáng mà tài nguyên của mình mang lại.
阮海流公使呼吁加强区域和国际合作，旨在制定和谐、透明的共同规则与标准，充分尊重各国对其资源拥有的完全主权和所有权；避免将供应链政治化和武器化；加大在可持续矿产加工和利用方面对发展中国家的技术支持与技术转让力度。阮海流公使还强调，越南始终致力于推进负责任的资源管理，希望与各伙伴密切配合，使资源真正成为和平、繁荣与可持续发展的基础。（完）
