Tuy nhiên, để đạt được mục tiêu này, vẫn cần phải phối hợp, giải quyết các nút thắt hạn chế sự phát triển của doanh nghiệp như nguồn lao động, chi phí vận chuyển, thủ tục chứng nhận nguyên liệu xuất khẩu. Để thúc đẩy xuất khẩu thủy sản phát triển mạnh mẽ hơn trong thời gian tới, Tiến sĩ Nguyễn Thị Dung, nguyên Phó Giám đốc Văn phòng Quốc hội Việt Nam cho rằng, ngành thủy sản không chỉ tập trung tăng trưởng sản xuất mà còn phải nâng cao giá trị gia tăng của sản phẩm bằng cách phát triển chế biến sâu, tận dụng phụ phẩm theo mô hình kinh tế tuần hoàn.
