在开幕式上发表讲话时，越南文化体育与旅游部副部长谢光东强调，每年7月27日的越南荣军烈士节是全党、全民和全军向为祖国独立与自由作出贡献和牺牲的英雄烈士、伤残军人、对革命有功人员表达敬意的重要时刻。谢光东副部长表示，每一部电影不仅记录历史印记，还保存了无数为国家做出非凡贡献的平凡人物的形象，同时也提醒我们珍惜和平、独立与自由的价值。
Phát biểu tại lễ khai mạc, Thứ trưởng Bộ Văn hóa, Thể thao và Du lịch Tạ Quang Đông nhấn mạnh, Ngày Chiến tranh và Liệt sĩ Việt Nam 27/7 hàng năm là thời điểm quan trọng để toàn Đảng, toàn dân, toàn quân tri ân các anh hùng, liệt sĩ, thương binh, công nhân cách mạng đã có công, hy sinh vì độc lập, tự do của Tổ quốc. Thứ trưởng Xie Guangdong cho biết, mỗi bộ phim không chỉ ghi lại những dấu ấn lịch sử mà còn lưu giữ hình ảnh của vô số người dân thường có đóng góp phi thường cho đất nước, đồng thời nhắc nhở chúng ta trân trọng giá trị hòa bình, độc lập, tự do.

Thứ trưởng Tạ Quảng Đông tin rằng, qua tuần phim này, mỗi bộ phim sẽ gây ấn tượng với khán giả bằng những cảm xúc chân thành, lan tỏa những giá trị nhân văn, khơi dậy lòng biết ơn của nhân dân đối với những người đi trước, từ đó khiến người dân trân trọng cuộc sống hiện tại hơn và nhận thức đầy đủ trách nhiệm của mình trong sự nghiệp xây dựng, bảo vệ và phát triển đất nước. Đối với thế hệ trẻ, phim lịch sử, cách mạng không chỉ là tác phẩm nghệ thuật mà còn là tài liệu giảng dạy lịch sử dân tộc sinh động, giúp các em nhận ra rằng hòa bình, độc lập ngày nay có được nhờ sự hy sinh to lớn của các bậc tiền bối, từ đó xây dựng lý tưởng cao đẹp, nuôi dưỡng tinh thần trách nhiệm, tiếp tục viết nên truyền thống vẻ vang của dân tộc bằng tri thức, kỹ năng và sự cống hiến.
纪念越南荣军烈士节电影周于7月21日至28日举行。今年电影周的一大亮点是全国所有商业影院系统首次共同参与这一全国性免费放映活动，服务政治任务并开展对革命有功人员的知恩图报活动。
Tuần phim kỷ niệm Ngày Cựu chiến binh Việt Nam sẽ được tổ chức từ ngày 21 đến 28/7. Một trong những điểm nổi bật của tuần phim năm nay là lần đầu tiên tất cả các hệ thống rạp thương mại trên cả nước đều tham gia sự kiện chiếu phim miễn phí trên toàn quốc này nhằm phục vụ nhiệm vụ chính trị và thực hiện các hoạt động tri ân những người có công với cách mạng.
在河内举行开幕式后，南部地区电影周开幕式于7月22日在胡志明市举行；中部地区开幕式将于7月23日晚在河静省举行。除放映活动外，电影局与赞助企业配合，为有功人员及优抚家庭赠送慰问品。
Sau lễ khai mạc tại Hà Nội, lễ khai mạc Tuần phim khu vực phía Nam sẽ được tổ chức tại TP.HCM vào ngày 22/7; Lễ khai mạc Miền Trung sẽ được tổ chức tại tỉnh Hà Tĩnh vào tối 23/7. Ngoài hoạt động chiếu phim, Cục Điện ảnh phối hợp với các công ty tài trợ trao quà chia buồn cho các cá nhân có công và gia đình có hoàn cảnh khó khăn.
