根据规划，河内将按照开放型、多层级、多维度、多增长极、多中心的发展模式，以红河为主导生态与文化景观轴线，连接首都区域、红河三角洲区域及各大经济走廊。

长期愿景旨在将河内建设成为一座文雅、智慧、创新、生态的全球城市。城市确定了九大动力轴，其中红河景观大道轴线作为中心绿色空间，与社会经济发展及文化价值保护相结合。中心区域将结合两岸地带进行改造与重建，同时保护古街区、西湖及各类历史遗迹群等遗产。

Tầm nhìn dài hạn nhằm xây dựng Hà Nội thành một thành phố toàn cầu thanh lịch, thông minh, sáng tạo và sinh thái. Thành phố xác định 9 trục động, trong đó trục Đại lộ cảnh quan sông Hồng đóng vai trò là không gian xanh trung tâm, tích hợp phát triển kinh tế - xã hội và bảo vệ giá trị văn hóa. Khu vực trung tâm sẽ được chuyển đổi và xây dựng lại cùng với các khu vực hai bên eo biển, trong khi các khu vực di sản như phố cổ, Hồ Tây và nhiều di tích lịch sử khác nhau sẽ được bảo vệ.
