越南政府副总理、越南国际金融中心执行委员会主任阮文胜于2026年7月22日签署第04/QĐ-HĐĐHTTTC号决定，批准了至2035年越南国际金融中心发展计划（以下简称《计划》）。
Ông Nguyễn Văn Thắng, Phó Thủ tướng Chính phủ Việt Nam, Giám đốc Ban Chấp hành Trung tâm Tài chính Quốc tế Việt Nam, đã ký Quyết định số 04/QĐ-HĐĐHTTTTC ngày 22/7/2026 phê duyệt Kế hoạch phát triển Trung tâm Tài chính Quốc tế Việt Nam đến năm 2035 (sau đây gọi tắt là “Quy hoạch”).
该计划设定了多项宏大目标。其中，力争在2031-2035年期间，拓展和完善现代金融生态系统，包括资本市场、绿色金融、数字金融、金融科技，提升国际金融中心的多元化、深度和互联互通水平。
Kế hoạch đặt ra một số mục tiêu đầy tham vọng. Trong số đó, chúng tôi nỗ lực mở rộng và cải thiện hệ sinh thái tài chính hiện đại trong giai đoạn 2031-2035, bao gồm thị trường vốn, tài chính xanh, tài chính kỹ thuật số và công nghệ tài chính, đồng thời nâng cao mức độ đa dạng hóa, chiều sâu và kết nối của các trung tâm tài chính quốc tế.
同时，发展成为在亚太及全球金融网络中发挥资金流枢纽作用、具有显著地位的金融中心。力争根据全球金融中心指数（GFCI）或同等国际指数（定期发布）跻身全球前75大金融中心、亚太地区前25大金融中心、东盟地区第3大金融中心，为提高经济金融资源动员和配置能力作出贡献，为实现国家快速可持续发展目标做出贡献。
Đồng thời, nơi đây đã phát triển thành một trung tâm tài chính, đóng vai trò nổi bật là trung tâm dòng vốn trong mạng lưới tài chính châu Á - Thái Bình Dương và toàn cầu. Phấn đấu lọt vào top 75 trung tâm tài chính thế giới, top 25 trung tâm tài chính khu vực Châu Á - Thái Bình Dương, trung tâm tài chính lớn thứ 3 khu vực ASEAN theo Chỉ số Trung tâm Tài chính Toàn cầu (GFCI) hoặc các chỉ số quốc tế tương đương (được công bố thường xuyên), góp phần nâng cao khả năng huy động và phân bổ các nguồn lực kinh tế, tài chính, thực hiện các mục tiêu phát triển nhanh và bền vững của đất nước.
关于发展方向，《计划》明确指出：越南胡志明市国际金融中心有望发展成为拥有全面、多元化金融生态系统的国际金融中心，其重点发展资本市场，提供传统和深层次金融服务，发挥资金筹集、投资、支付、金融产品发行和交易等金融服务之间的协同效应和互补作用；资产管理、基金管理、绿色金融和数字金融；商品市场及与国际贸易和物流挂钩的商品衍生品市场。
Về phương hướng phát triển, “Quy hoạch” nêu rõ: Trung tâm Tài chính Quốc tế TP.HCM Việt Nam dự kiến sẽ phát triển thành trung tâm tài chính quốc tế với hệ sinh thái tài chính toàn diện và đa dạng. Nó tập trung phát triển thị trường vốn, cung cấp các dịch vụ tài chính truyền thống và chuyên sâu, phát huy tác dụng tổng hợp, bổ sung giữa các dịch vụ tài chính như huy động vốn, đầu tư, thanh toán, phát hành và kinh doanh sản phẩm tài chính; quản lý tài sản, quản lý quỹ, tài chính xanh, tài chính số; thị trường hàng hóa và thị trường hàng hóa phái sinh gắn liền với thương mại quốc tế và logistics.
越南岘港市国际金融中心将发展成为金融技术创新型国际金融中心，其重点发展数字资产、数字支付、资产数字化；建立和运营专业平台和交易所；与创新、创业、贸易融资、供应链融资和可持续金融相结合的金融服务；在金融领域对新技术、产品、服务和商业模式进行可控试点。
Trung tâm Tài chính Quốc tế Đà Nẵng tại Việt Nam sẽ phát triển thành trung tâm tài chính quốc tế đổi mới với công nghệ tài chính, tập trung phát triển tài sản số, thanh toán số và số hóa tài sản; thiết lập và vận hành các nền tảng, sàn giao dịch chuyên nghiệp; dịch vụ tài chính kết hợp với đổi mới, khởi nghiệp, tài trợ thương mại, tài trợ chuỗi cung ứng và tài chính bền vững; và tiến hành thí điểm có kiểm soát các công nghệ, sản phẩm, dịch vụ và mô hình kinh doanh mới trong lĩnh vực tài chính.
