在近日举行的世界知识产权组织（WIPO）第68届成员国大会期间，越南科技部部长武海军高度评价WIPO在全球知识产权体系发展中的作用和倡议，特别是在提升国家知识产权管理能力、支持企业、人力资源培训以及促进知识产权商业化等方面的活动。武海军部长在肯定越南对国际知识产权体系的责任时表示，越南融入国际的速度快，主动对接并充分履行其作为成员的多边和双边条约所规定的国际知识产权义务，与各国共同建设现代、高效、有利于推动共同发展创新的全球知识产权体系。
Tại Đại hội đồng Tổ chức Sở hữu trí tuệ thế giới (WIPO) lần thứ 68 vừa tổ chức, Bộ trưởng Bộ Khoa học và Công nghệ Việt Nam Võ Hải Hải đánh giá cao vai trò và các sáng kiến của WIPO trong việc phát triển hệ thống sở hữu trí tuệ toàn cầu, đặc biệt là các hoạt động nâng cao năng lực quản lý sở hữu trí tuệ quốc gia, hỗ trợ doanh nghiệp, đào tạo nguồn nhân lực và thúc đẩy thương mại hóa sở hữu trí tuệ. Khi khẳng định trách nhiệm của Việt Nam đối với hệ thống sở hữu trí tuệ quốc tế, Bộ trưởng Vũ Hải Dương cho biết, Việt Nam đã hội nhập quốc tế nhanh, chủ động kết nối và thực hiện đầy đủ các nghĩa vụ sở hữu trí tuệ quốc tế quy định tại các điều ước đa phương và song phương mà Việt Nam là thành viên, cùng các nước xây dựng hệ thống sở hữu trí tuệ toàn cầu hiện đại, hiệu quả, thúc đẩy sự phát triển và đổi mới chung.
越南科技部知识产权局副局长阮黄江表示，在国际经济一体化进程中，知识产权日益确立其作为知识经济重要支柱的地位。与区域内许多国家相比，越南知识产权融入国际速度快、法律框架开放，并主动对接高标准。
Ông Nguyễn Hoàng Giang, Phó Cục trưởng Cục Sở hữu trí tuệ, Bộ Khoa học và Công nghệ Việt Nam, cho biết, trong quá trình hội nhập kinh tế quốc tế, sở hữu trí tuệ ngày càng khẳng định được vị thế là trụ cột quan trọng của nền kinh tế tri thức. So với nhiều nước trong khu vực, quyền sở hữu trí tuệ của Việt Nam hội nhập thị trường quốc tế với tốc độ nhanh, khung pháp lý thông thoáng và chủ động tuân thủ các tiêu chuẩn cao.
目前，一些国家虽然拥有发达的知识产权体系，但企业参与程度仍有限；而在越南，在商标和工业品外观设计等领域，企业已相当深入地参与该系统，这表明越南知识产权领域融入国际的程度有了明显改善，对知识产权的认识已不再停留在法律层面，而是开始与经营活动挂钩。
Hiện nay, mặc dù một số nước đã phát triển hệ thống sở hữu trí tuệ nhưng mức độ tham gia của doanh nghiệp còn hạn chế; Ở Việt Nam, trong lĩnh vực nhãn hiệu và kiểu dáng công nghiệp, các doanh nghiệp đã tham gia khá sâu vào hệ thống, điều này cho thấy mức độ hội nhập của lĩnh vực sở hữu trí tuệ của Việt Nam với cộng đồng quốc tế đã được cải thiện rõ rệt, hiểu biết về quyền sở hữu trí tuệ không còn dừng ở mức độ pháp lý mà bắt đầu gắn liền với hoạt động kinh doanh.
随着2025年《知识产权法》（修订版）的出台，程序上的大力改革和申请处理时间的缩短，在企业日益关注“上市速度”与快速保护体系的背景下，也创造了一定的竞争优势。国内法律体系是在《与贸易有关的知识产权协定》（TRIPS协定）等国际标准基础上建立和完善的，同时通过《全面与进步跨太平洋伙伴关系协定》（CPTPP）、《越南与欧盟自由贸易协定》（EVFTA）、《区域全面经济伙伴关系协定》（RCEP）等新一代自由贸易协定继续提升标准。
Với việc ra đời Luật Sở hữu trí tuệ (sửa đổi) vào năm 2025, những cải cách thủ tục mạnh mẽ và thời gian xử lý hồ sơ được rút ngắn cũng đã tạo ra những lợi thế cạnh tranh nhất định trong bối cảnh các công ty ngày càng tập trung vào “tốc độ tiếp cận thị trường” và hệ thống bảo vệ nhanh chóng. Hệ thống pháp luật trong nước được thiết lập và hoàn thiện trên cơ sở các chuẩn mực quốc tế như Hiệp định về các khía cạnh liên quan đến thương mại của quyền sở hữu trí tuệ (Hiệp định TRIPS), các chuẩn mực tiếp tục được hoàn thiện thông qua các hiệp định thương mại tự do thế hệ mới như Hiệp định Đối tác Toàn diện và Tiến bộ xuyên Thái Bình Dương (CPTPP), Hiệp định Thương mại Tự do Việt Nam - Liên minh Châu Âu (EVFTA), Hiệp định Đối tác Kinh tế Toàn diện Khu vực (RCEP).
越南在知识产权方面的融入国际程度通过以下方面来衡量：参与和实施具有知识产权高标准的国际条约和自由贸易协定（FTA）的程度；参与WIPO、WTO、ASEAN、APEC等多边合作机制的程度，逐步实现体系协调并提升运行能力；技术合作、数据共享、培训和能力建设项目的数量和质量；企业利用国际体系在海外保护和开发知识产权资产的能力。如果按照融入国际程度的指标组来看，越南在速度和系统升级方面通过不断完善法律、数字化转型和缩短处理时间而有了快速改善。此外，在商标和工业品外观设计等领域，主体参与度有所提高。
Hội nhập quốc tế về sở hữu trí tuệ của Việt Nam được đo lường bằng các khía cạnh: mức độ tham gia và thực hiện các điều ước quốc tế, hiệp định thương mại tự do (FTA) với tiêu chuẩn cao về sở hữu trí tuệ; mức độ tham gia các cơ chế hợp tác đa phương như WIPO, WTO, ASEAN, APEC, từng bước hiện thực hóa sự phối hợp hệ thống và nâng cao năng lực hoạt động; số lượng và chất lượng của các dự án hợp tác kỹ thuật, chia sẻ dữ liệu, đào tạo và nâng cao năng lực; và khả năng của doanh nghiệp trong việc sử dụng hệ thống quốc tế để bảo vệ và phát triển tài sản sở hữu trí tuệ ở nước ngoài. Nếu nhìn theo nhóm chỉ số hội nhập quốc tế, Việt Nam đã có những cải thiện nhanh chóng về tốc độ và nâng cấp hệ thống thông qua việc liên tục hoàn thiện pháp luật, chuyển đổi số và rút ngắn thời gian xử lý. Ngoài ra, trong các lĩnh vực như nhãn hiệu và kiểu dáng công nghiệp, sự tham gia của chủ thể ngày càng tăng.
据阮黄江副局长表示，当前的核心课题是提高质量以及将知识产权转化为经济价值的能力。最能反映一国知识产权地位的标准不是申请数量或国际排名，而是将知识产权转化为创造经济价值工具的能力。2025年《知识产权法》（修订版）已体现出从权利保护思维向将权利作为具有经济价值的资产进行开发和商业化的转变。
Theo Phó Cục trưởng Nguyễn Hoàng Giang, vấn đề cốt lõi hiện nay là nâng cao chất lượng và khả năng chuyển đổi quyền sở hữu trí tuệ thành giá trị kinh tế. Tiêu chí phản ánh rõ nhất vị thế sở hữu trí tuệ của một quốc gia không phải là số lượng đơn đăng ký hay thứ hạng quốc tế mà là khả năng biến sở hữu trí tuệ thành công cụ tạo ra giá trị kinh tế. Luật Sở hữu trí tuệ (sửa đổi) 2025 đã phản ánh sự chuyển dịch từ tư duy bảo vệ quyền sang phát triển và thương mại hóa quyền như tài sản có giá trị kinh tế.

Trong thời gian tới, Cục Sở hữu trí tuệ sẽ tập trung hoàn thiện thể chế, chính sách nhằm nâng cao chất lượng, độ tin cậy của hệ thống theo hướng tiệm cận với chuẩn mực, thông lệ quốc tế; thúc đẩy mạnh mẽ chuyển đổi số, hiện đại hóa toàn diện hoạt động quản lý; nâng cao hiệu quả xử lý ứng dụng và tăng cường khả năng giao tiếp với các hệ thống quốc tế.
专家认为，知识产权体系需要与创新创意生态系统更紧密地结合，有效提供工业产权数据和技术趋势信息，使企业能够在研究、开发和经营中主动作为，从“注册以保护”的思维转向战略性知识产权资产管理以创造经济价值。（完）
