近期，持续强降雨已导致越南北部山区部分省份出现严重洪涝、山洪及山体滑坡灾害，造成人员伤亡和住房、基础设施受损，其中莱州省受灾尤为严重。
Thời gian gần đây, mưa lớn liên tục đã gây ra lũ lụt, lũ quét, lở đất nghiêm trọng ở một số tỉnh miền núi phía Bắc Việt Nam, gây thương vong và thiệt hại về nhà ở, cơ sở hạ tầng. Tỉnh Lai Châu bị ảnh hưởng đặc biệt nặng nề.
根据预报，本轮降雨累计雨量普遍在70至150毫米之间，局部地区可能超过250毫米，部分地区3小时降雨量或突破100毫米。
Theo dự báo, lượng mưa tích lũy của đợt mưa này nhìn chung ở mức từ 70 - 150 mm, có nơi có thể vượt 250 mm. Ở một số nơi, lượng mưa trong 3 giờ có thể vượt quá 100 mm.
强降雨可能导致低洼地带、城区及工业园区出现积水，同时引发中小河流沿岸山洪暴发及山区坡地山体滑坡。
Lượng mưa lớn có thể gây tích tụ nước ở các vùng trũng thấp, đô thị, khu công nghiệp, gây lũ quét dọc các sông vừa và nhỏ, gây trượt lở đất sườn núi.
为主动应对本轮强降雨及其可能引发的洪涝、山洪、山体滑坡、龙卷风、雷暴和冰雹等次生灾害，越南国家民防指导委员会于7月22日下午向河内市及北部15个省、市人民委员会发出紧急通知，要求各地密切关注气象预警和灾害预报信息，及时向基层政府和民众发布风险提示，指导群众提前落实防范措施。
Để chủ động ứng phó đợt mưa lớn này và các thiên tai thứ cấp có thể xảy ra như lũ lụt, lũ quét, lở đất, lốc xoáy, giông, mưa đá, Chiều 22/7, Ban Chỉ đạo Phòng vệ dân sự Việt Nam đã có thông báo khẩn cấp tới Thành phố Hà Nội và Ủy ban nhân dân 15 tỉnh, thành phố phía Bắc, yêu cầu tất cả các địa phương chú ý thông tin cảnh báo thời tiết, dự báo thiên tai, kịp thời đưa ra cảnh báo rủi ro cho chính quyền cơ sở và người dân, đồng thời hướng dẫn người dân thực hiện các biện pháp phòng ngừa trước.
通知要求，各地迅速组织开展上一轮洪灾后的恢复重建工作，并派出应急力量对沿河、沿溪地带、低洼易涝区以及山洪、山体滑坡高风险区域进行全面排查，及时将群众转移至安全地点。

各省、市还需对矿井、矿山、各类水库及下游区域的安全状况进行全面检查，重点加强小型水电站、小型水利工程及存在安全隐患的水库巡查，严格落实24小时值班制度，确保科学调度、及时处置突发险情。
Các tỉnh, thành phố cũng cần tiến hành kiểm tra toàn diện tình trạng an toàn của các mỏ, mỏ, hồ chứa và khu vực hạ lưu, tập trung tăng cường kiểm tra các trạm thủy điện nhỏ, công trình thủy lợi nhỏ và hồ chứa có nguy cơ mất an toàn, đồng thời thực hiện nghiêm túc hệ thống trực 24/24 để đảm bảo điều độ khoa học và xử lý kịp thời các trường hợp khẩn cấp.
