当前，越南正在进入一个新的发展阶段，对机构组织、治理方式以及国家数字化转型提出了强有力的改革要求。在这一背景下，越南祖国阵线的作用被赋予更加重要的位置——作为凝聚民心、汇聚人民意志与力量的核心平台。
Hiện nay, Việt Nam đang bước vào giai đoạn phát triển mới, đặt ra yêu cầu cải cách mạnh mẽ về thể chế, phương thức quản trị, chuyển đổi số quốc gia. Trong bối cảnh đó, vai trò của Mặt trận Tổ quốc Việt Nam ngày càng được nâng cao - là nền tảng cốt lõi để đoàn kết trái tim nhân dân, tập hợp ý chí, sức mạnh của họ.
自5月12日至13日在河内成功召开的越南祖国阵线第十一次全国代表大会（2026—2031年任期）是一次重要的政治社会事件，紧接在越共十四大成功召开以及第十六届国会和2026—2031年任期各级人民议会选举之后举行。本次大会不仅具有换届大会的意义，还被视为越南祖国阵线在落实政治社会组织和群众团体机构合并主张后，开启新运行机制的重要里程碑。
Đại hội đại biểu toàn quốc Mặt trận Tổ quốc Việt Nam lần thứ XI (nhiệm kỳ 2026-2031) được tổ chức thành công tại Hà Nội từ ngày 12 đến 13/5, là sự kiện chính trị, xã hội quan trọng. Nó được tổ chức ngay sau khi triệu tập thành công Đại hội đại biểu toàn quốc lần thứ 14 của Đảng Cộng sản Việt Nam và bầu cử Quốc hội và Hội đồng nhân dân các cấp lần thứ 16, nhiệm kỳ 2026-2031. Hội nghị này không chỉ có ý nghĩa làm thay đổi cuộc tổng tuyển cử mà còn được coi là cột mốc quan trọng để Mặt trận Tổ quốc Việt Nam đưa ra cơ chế hoạt động mới sau khi thực hiện đề án sáp nhập các tổ chức chính trị, xã hội và các tổ chức quần chúng.
创新、行动与发展的精神贯穿大会各项内容。“以人民为中心”的理念继续被确定为祖国阵线活动的核心原则。许多代表也期待这一精神能够从基层开始带来切实变化。
Tinh thần đổi mới, hành động và phát triển xuyên suốt toàn bộ nội dung của hội nghị. Quan niệm “lấy nhân dân làm trung tâm” tiếp tục được xác định là tôn chỉ cốt lõi trong hoạt động của Mặt trận Tổ quốc. Nhiều đại biểu cũng kỳ vọng tinh thần này sẽ mang lại những thay đổi rõ rệt ngay từ cơ sở.

Bà Đỗ Thị Quý, Giám đốc Ban Công tác Mặt trận Tổ quốc Tổ thường trú đầu tiên Nhà hát Cầu Quảng trường Từ Liêm, TP Hà Nội: “Cán bộ MTTQ cơ sở mong muốn thực hiện nhiều hoạt động thiết thực hơn nữa để gần gũi hơn với nhân dân, phục vụ nhân dân, mang lại hạnh phúc, thịnh vượng cho nhân dân”.
本届大会的一个突出亮点，是2026—2031年任期行动计划中的七项重点内容。其中，首次新增“参与科技发展、创新创造、建设数字社会以及推进越南祖国阵线系统数字化转型”专项计划。这一内容旨在具体落实越共中央政治局关于推进国家科技、创新和数字转型突破发展的第57号决议。许多基层祖国阵线干部认为，这不仅符合发展趋势，也是提升祖国阵线联系群众效率的重要举措。
Điểm nhấn nổi bật của Hội nghị lần này là 7 nội dung trọng tâm của Kế hoạch hành động nhiệm kỳ 2026-2031. Trong đó, kế hoạch đặc biệt “tham gia phát triển khoa học công nghệ, đổi mới sáng tạo, xây dựng xã hội số, thúc đẩy chuyển đổi số hệ thống Mặt trận Tổ quốc Việt Nam” lần đầu tiên được bổ sung. Nội dung này nhằm cụ thể thực hiện Nghị quyết số 57 của Bộ Chính trị Ban Chấp hành Trung ương Đảng Cộng sản Việt Nam về thúc đẩy phát triển đột phá về khoa học công nghệ, đổi mới sáng tạo và chuyển đổi số quốc gia. Nhiều cán bộ Mặt trận Tổ quốc cơ sở cho rằng, đây không chỉ phù hợp với xu hướng phát triển mà còn là biện pháp quan trọng nâng cao hiệu quả hoạt động của Mặt trận Tổ quốc trong việc kết nối với quần chúng.
河内市富演坊越南祖国阵线委员会主席陈氏红幸：“这是推动大会决议落地生根、见底见效的重要新点之一，同时也是结合数字化转型，创新祖国阵线活动内容和方式的重要举措。”
Bà Trần Thị Hồng Huỳnh, Chủ tịch Ủy ban MTTQ Việt Nam tại Nhà Phú Thiện, TP Hà Nội: “Đây là một trong những điểm mới quan trọng, thúc đẩy việc triển khai các nghị quyết của Đại hội và mang lại hiệu quả, đồng thời là biện pháp quan trọng kết hợp với chuyển đổi số để đổi mới nội dung, phương pháp hoạt động của Mặt trận Tổ quốc”.
与此同时，在基层层面，许多新模式也被寄予厚望，以帮助更快速、更有效地接收群众意见。据河内市慈廉坊祖国阵线委员会副主席、妇女联合会主席江明红介绍，各职能单位正计划在居民区部署集成二维码的“数字意见箱”，方便群众提出反馈意见和建议。
Đồng thời, ở cấp cơ sở, nhiều mô hình mới cũng được kỳ vọng sẽ giúp tiếp nhận ý kiến của quần chúng một cách nhanh chóng và hiệu quả hơn. Theo ông Jiang Minh Hong, Phó Chủ tịch Ủy ban Mặt trận Tổ quốc quận Thủ Liêm, TP Hà Nội, Chủ tịch Hội Phụ nữ, nhiều đơn vị chức năng đang có kế hoạch triển khai “hộp thư góp ý kỹ thuật số” tích hợp mã QR tại các khu dân cư để tạo điều kiện cho người dân phản hồi, góp ý.

本次大会不仅强调技术和运行方式的创新，也特别提出提升社会监督与社会反辩质量的要求。越共中央总书记、国家主席苏林指出，监督工作应聚焦人民关心的问题以及影响百姓生活的重大政策；社会反辩则应尽早开展。苏林重申，持久稳固的大团结必须建立在人民切身利益的基础之上。
Hội nghị này không chỉ nhấn mạnh đến việc đổi mới công nghệ, phương thức vận hành mà còn đặc biệt đặt ra yêu cầu nâng cao chất lượng giám sát xã hội và phản biện xã hội. Tổng Bí thư Trung ương Đảng Cộng sản Việt Nam, Chủ tịch nước Tô Lâm chỉ ra, công tác giám sát cần tập trung vào các vấn đề được nhân dân quan tâm và các chính sách lớn có ảnh hưởng đến đời sống nhân dân; phản biện xã hội nên được thực hiện càng sớm càng tốt. Su Lin nhắc lại rằng sự đoàn kết vĩ đại lâu dài và ổn định phải dựa trên lợi ích sống còn của nhân dân.
越共中央总书记、国家主席苏林强调，“当人民得到关怀、得到保护、得到尊重、能够参与并共享发展成果时，团结才会根基深厚，共识才会基础牢固，信任才会持久。”
Tô Lâm, Tổng Bí thư Trung ương Đảng Cộng sản Việt Nam, Chủ tịch nước nhấn mạnh: “Khi người dân được chăm sóc, bảo vệ, tôn trọng, cùng tham gia và chia sẻ thành quả phát triển thì đoàn kết sẽ bén rễ sâu, đồng thuận vững chắc, niềm tin bền vững”.
以“团结—民主—创新—创造—发展”为行动方针，越南祖国阵线第十一届全国代表大会不仅为新任期提出发展方向，也传递出强烈信号：必须通过创新来回应现实发展的新要求，那就是：创新，是为了更加贴近人民；创新，是为了更多倾听人民声音；创新，是为了进一步激发全民族大团结的强大力量，推动国家迈向新发展阶段。（完）
