Trong phiên họp toàn thể, Bộ trưởng Lazaro đánh giá cao vai trò quan trọng của hiệp ước trong việc biến Đông Nam Á từ một khu vực đầy biến động trở thành động lực của kinh tế thế giới, tất cả đều dựa trên hòa bình và ổn định. Bộ trưởng Ngoại giao Philippines cho rằng, trong bối cảnh tình hình hòa bình mong manh hiện nay, hợp tác đã trở thành nhu cầu chiến lược và không còn là một lựa chọn. Khi tham gia thảo luận chuyên đề về tăng cường an ninh và hợp tác hàng hải, phái đoàn Việt Nam nhấn mạnh các nguyên tắc của TAC là “bộ quy tắc ứng xử cơ bản” định hướng quan hệ giữa các nước trong khu vực và hơn thế nữa. Việt Nam nhấn mạnh lập trường nguyên tắc của ASEAN về an ninh hàng hải, trong đó tôn trọng luật pháp quốc tế, đặc biệt là các nguyên tắc của Công ước Liên hợp quốc về Luật Biển 1982 (UNCLOS); tôn trọng Tuyên bố về ứng xử của các bên ở Biển Đông (DOC) và thúc đẩy đàm phán để đạt được Bộ Quy tắc ứng xử ở Biển Đông (COC) thực chất và hiệu quả, biến các nguyên tắc TAC thành các cam kết cụ thể về an ninh và hợp tác hàng hải.
越南代表强调，TAC的合作精神是构建更大地区安全架构的核心，包括东盟地区论坛（ARF）、东亚峰会（EAS）、东盟防长扩大会议（ADMM+）以及《东盟印度洋—太平洋展望》（AOIP）的形成。越南呼吁TAC缔约方共同行动，将战略互信转化为具体合作，以确保共同的和平、稳定与繁荣。
