行政区划调整后，北宁省汇聚众多世界知名科技企业，拥有完善的电子产业体系，已跃升为越南新的出口高地。今年上半年，全省进出口总额达1064亿美元，位居全国首位。其中，全省出口总额约达525亿美元，同比增加31.49%，超过多年来占据出口领先地位的其他省市。

Sau khi điều chỉnh địa giới hành chính, tỉnh Bắc Ninh đã quy tụ nhiều công ty công nghệ nổi tiếng thế giới, có hệ thống công nghiệp điện tử hoàn chỉnh, trở thành vùng cao xuất khẩu mới của Việt Nam. Nửa đầu năm nay, tổng kim ngạch xuất nhập khẩu của tỉnh đạt 106,4 tỷ USD, đứng đầu cả nước. Trong đó, tổng kim ngạch xuất khẩu của tỉnh đạt xấp xỉ 52,5 tỷ USD, tăng 31,49% so với cùng kỳ, vượt qua các tỉnh, thành phố nhiều năm giữ vị trí dẫn đầu về xuất khẩu.

亮眼成绩的背后是高新技术产业的持续壮大发展。其中，电子产品、半导体、智能手机、新一代通信设备及电子元器件等产品，继续在出口结构中占据较大比重。

Đằng sau những thành tựu nổi bật đó là sự tăng trưởng và phát triển không ngừng của các ngành công nghệ cao. Trong số đó, các sản phẩm như sản phẩm điện tử, chất bán dẫn, điện thoại thông minh, thiết bị truyền thông thế hệ mới và linh kiện điện tử tiếp tục chiếm tỷ trọng lớn trong cơ cấu xuất khẩu.

在出口规模持续扩大的同时，北宁省出口增长质量也实现明显提升，高技术含量的产品在出口结构中的占比不断提高，产业链发展逐步由传统加工向更高附加值的价值链环节延伸。

Trong khi quy mô xuất khẩu tiếp tục được mở rộng thì chất lượng tăng trưởng xuất khẩu của tỉnh Bắc Ninh cũng được cải thiện đáng kể. Tỷ trọng sản phẩm công nghệ cao trong cơ cấu xuất khẩu tiếp tục tăng, phát triển chuỗi công nghiệp từng bước mở rộng từ chế biến truyền thống sang liên kết chuỗi giá trị gia tăng cao hơn.

凭借完善的港口体系和利于物流链发展的基础设施优势，海防市继续巩固其作为红河平原地区乃至越南北部的进出口门户的地位。依托沥县深水港体系、现代化集装箱码头以及庭武—吉海、VSIP、长裔等工业园区网络优势，海防市在国际贸易环境仍面临诸多挑战的背景下，保持了出口增长稳定态势。

Với hệ thống cảng toàn diện và lợi thế về cơ sở hạ tầng tạo điều kiện phát triển chuỗi logistics, Thành phố Hải Phòng tiếp tục củng cố vị thế là cửa ngõ xuất nhập khẩu của vùng đồng bằng sông Hồng và cả miền Bắc Việt Nam. Dựa vào lợi thế của hệ thống cảng nước sâu huyện Lek, bến container hiện đại, các khu công nghiệp như Đình Võ-Cát Hải, VSIP, Chang Ngu, TP Hải Phòng duy trì xu hướng tăng trưởng xuất khẩu ổn định dù môi trường thương mại quốc tế còn nhiều thách thức.

今年上半年，海防市出口额达近260亿美元，同比增长8.15%，超过了此前制定的增长目标。该市进口额超过216亿美元，主要包括生产所需的先进机械设备、原材料及半成品。这表明，当地企业生产线仍保持较高开工率，正在为满足下半年出口订单需求做好资源储备。

Nửa đầu năm nay, kim ngạch xuất khẩu của TP Hải Phòng đạt gần 26 tỷ USD, tăng 8,15% so với cùng kỳ năm ngoái, vượt mục tiêu tăng trưởng đề ra trước đó. Khối lượng nhập khẩu của thành phố vượt 21,6 tỷ USD, chủ yếu bao gồm máy móc, thiết bị tiên tiến, nguyên liệu thô và bán thành phẩm cần thiết cho sản xuất. Điều này cho thấy dây chuyền sản xuất của các doanh nghiệp trong nước vẫn duy trì tốc độ hoạt động cao và đang tích trữ nguồn lực để đáp ứng nhu cầu đơn hàng xuất khẩu trong nửa cuối năm.

伴随着港口体系的持续扩容、发展智慧物流，以及数字技术在海关监管和运输领域的广泛应用，海防市正逐步迈向国际物流中心，有助于降低物流成本，提升越南商品在全球市场的竞争力。

Với việc không ngừng mở rộng hệ thống cảng, phát triển logistics thông minh, ứng dụng rộng rãi công nghệ số trong giám sát hải quan và vận tải, Thành phố Hải Phòng đang từng bước hướng tới trung tâm logistics quốc tế, giúp giảm chi phí logistics và nâng cao khả năng cạnh tranh của hàng hóa Việt Nam trên thị trường toàn cầu.

虽然在大规模工业生产方面不具备北宁省的突出优势，在港口基础设施方面也不及海防市，但河内市仍持续发挥全区域贸易、服务和供应链协调枢纽作用。

河内市的一大亮点是本土企业的快速崛起。在全市出口总额达105.85亿美元中，国内企业占比高达54.8%，外资企业（FDI）仅占45.2%。

Một trong những điểm nổi bật của Hà Nội là sự trỗi dậy nhanh chóng của các doanh nghiệp địa phương. Trong tổng kim ngạch xuất khẩu 10,585 tỷ USD của thành phố, doanh nghiệp trong nước chiếm 54,8%, trong khi doanh nghiệp có vốn đầu tư nước ngoài (FDI) chỉ chiếm 45,2%.

越南经济专家艮文力表示，近年来，红河平原地区各地在进出口商品价值结构方面已出现积极转变。这表明，越南企业的生产能力、管理水平以及参与全球供应链的能力明显提升。过去，该地区出口增长在较大程度上依赖外商投资企业，而如今，国内企业正逐步提升市场主导能力，通过跨境电商、数字化转型和技术创新拓展出口市场。

Chuyên gia kinh tế Việt Nam, Tướng Văn Lý cho rằng, những năm gần đây, vùng đồng bằng sông Hồng có sự chuyển biến tích cực trong cơ cấu giá trị hàng hóa xuất nhập khẩu. Điều này cho thấy năng lực sản xuất, trình độ quản lý và khả năng tham gia chuỗi cung ứng toàn cầu của doanh nghiệp Việt Nam đã được cải thiện rõ rệt. Trước đây, tăng trưởng xuất khẩu của khu vực chủ yếu phụ thuộc vào các doanh nghiệp có vốn đầu tư nước ngoài, nhưng hiện nay, các doanh nghiệp trong nước đang dần nâng cao khả năng chiếm lĩnh thị trường và mở rộng thị trường xuất khẩu thông qua thương mại điện tử xuyên biên giới, chuyển đổi kỹ thuật số và đổi mới công nghệ.

经济专家表示，尽管红河平原地区各地是越南进出口规模领先的区域之一，但今年下半年仍面临不少困难和挑战，尤其是日益严格的技术壁垒。此外，仓储成本和物流手续费用仍处于较高水平，对企业竞争力形成压力。

Các chuyên gia kinh tế cho rằng, dù vùng đồng bằng sông Hồng là một trong những vùng dẫn đầu về quy mô xuất nhập khẩu của Việt Nam nhưng vẫn phải đối mặt với nhiều khó khăn, thách thức trong nửa cuối năm nay, đặc biệt là các rào cản kỹ thuật ngày càng khắt khe. Ngoài ra, chi phí lưu kho, phí logistics vẫn ở mức cao, gây áp lực lên khả năng cạnh tranh của doanh nghiệp.

越南中央经济管理研究院原院长阮廷宫博士认为，决定商品价值质量的重要因素是国产化率。然而，目前许多企业在出口产业链中的国产化水平仍然较低。北宁、海防、河内等大型工业生产中心仍依赖进口原材料、辅料和零部件。当全球供应链波动或汇率发生变化时，企业容易受到影响，同时也会推高进口需求。若这些问题不能及时解决，将影响该地区实现出口增长目标以及经济两位数增长目标。

Tiến sĩ Nguyễn Đình Công, nguyên Viện trưởng Viện Kinh tế và Quản lý Trung ương cho rằng, yếu tố quan trọng quyết định giá trị, chất lượng hàng hóa là tỷ lệ nội địa hóa. Tuy nhiên, hiện nay mức độ nội địa hóa của nhiều doanh nghiệp trong chuỗi ngành xuất khẩu còn thấp. Các trung tâm sản xuất công nghiệp lớn như Bắc Ninh, Hải Phòng, Hà Nội vẫn phụ thuộc vào nguyên liệu, phụ tùng, linh kiện nhập khẩu. Các doanh nghiệp dễ bị tổn thương khi chuỗi cung ứng toàn cầu biến động hoặc tỷ giá hối đoái thay đổi, điều này cũng có thể thúc đẩy nhu cầu nhập khẩu. Nếu những vấn đề này không được giải quyết kịp thời sẽ ảnh hưởng đến khả năng đạt được các mục tiêu tăng trưởng xuất khẩu và mục tiêu tăng trưởng kinh tế hai con số của khu vực.

为在2026年下半年实现突破并完成既定出口增长目标，经济专家认为，红河平原地区各地需重点推进一系列综合性措施。

Để đạt được bước đột phá và hoàn thành mục tiêu tăng trưởng xuất khẩu đã đặt ra trong nửa cuối năm 2026, các chuyên gia kinh tế cho rằng các vùng ở đồng bằng sông Hồng cần tập trung thúc đẩy một loạt giải pháp tổng thể.

首先，应加强贸易促进工作，充分利用新一代自由贸易协定，主动推动出口市场多元化，扩大中东、南亚、非洲和拉丁美洲市场份额，降低对传统市场的依赖。与此同时，加强区域协同，发挥生产基地、物流中心和港口优势，持续完善现代化、集成化物流基础设施建设；加强工业园区、经济区与海防港口、内排国际机场以及高速公路、环路网络之间的有效联通，从而降低运输成本，提升出口商品竞争力。

Trước hết, tăng cường công tác xúc tiến thương mại, tận dụng các hiệp định thương mại tự do thế hệ mới, tích cực thúc đẩy đa dạng hóa thị trường xuất khẩu, mở rộng thị phần tại Trung Đông, Nam Á, châu Phi và châu Mỹ Latinh, giảm phụ thuộc vào thị trường truyền thống. Đồng thời, tăng cường phối hợp khu vực, tận dụng lợi thế về cơ sở sản xuất, trung tâm logistics, cảng biển, tiếp tục hoàn thiện việc xây dựng cơ sở hạ tầng logistics hiện đại, tích hợp; tăng cường kết nối hiệu quả giữa các khu công nghiệp, khu kinh tế với cảng Hải Phòng, sân bay quốc tế Nội Bài, mạng lưới đường cao tốc, đường vành đai, từ đó giảm chi phí vận chuyển, nâng cao sức cạnh tranh của hàng hóa xuất khẩu.

此外，应加快行政手续改革，推进海关现代化建设，有效实施数字海关、国家单一窗口和东盟单一窗口机制，缩短通关时间，降低企业合规成本。这些举措将成为推动红河平原地区继续保持全国进出口增长引擎地位的重要动力，为实现2026年及未来年度经济两位数增长目标作出积极贡献。（完）

Ngoài ra, cần đẩy mạnh cải cách thủ tục hành chính, đẩy mạnh hiện đại hóa hải quan, hải quan số, cơ chế một cửa quốc gia và một cửa ASEAN cần được triển khai hiệu quả để rút ngắn thời gian thông quan và giảm chi phí tuân thủ của doanh nghiệp.
