7月17日，芒炭乡智（Chít）村及周边多个村庄发生山洪灾害，24户居民住房被毁。灾情发生后，莱州省立即召开会议，部署灾后安置工作。
Ngày 17/7, lũ quét xảy ra tại thôn Chít, xã Mangtan và nhiều thôn lân cận, nhà cửa của 24 người dân bị phá hủy. Sau thiên tai, tỉnh Lai Châu ngay lập tức tổ chức họp triển khai công tác tái định cư sau thiên tai.
7月19日，莱州省人民委员会主席签发紧急建设令，批准实施灾害应急安置工程，并交由莱州省军事指挥部组织建设。项目预计总投资约190亿越盾，资金来自国家财政及其他合法渠道。
Ngày 19/7, Chủ tịch UBND tỉnh Lai Châu đã ban hành lệnh xây dựng khẩn cấp, phê duyệt triển khai dự án tái định cư khẩn cấp sau thiên tai và giao cho Bộ Chỉ huy Quân sự tỉnh Lai Châu tổ chức thi công. Tổng vốn đầu tư của dự án dự kiến khoảng 19 tỷ đồng, với nguồn vốn từ nguồn tài chính quốc gia và các kênh hợp pháp khác.
工程包括建设可容纳24户受灾群众的集中安置区，平整约1万平方米土地，配套建设四级住宅以及道路、供排水、电力、场地平整等基础设施。

新安置区位于芒炭乡机场村，距山体滑坡区域约4公里，地势安全，不存在山洪和滑坡风险，可长期保障居民安全。
Khu tái định cư mới nằm ở thôn sân bay, xã Mangtan, cách khu vực bị lở đất khoảng 4km. Địa hình an toàn, không có nguy cơ xảy ra lũ quét, lở đất nên có thể đảm bảo an toàn cho cư dân về lâu dài.
7月21日，越南政府副总理胡国勇实地检查工程进展时要求第二军区和莱州省军事指挥部进一步增派力量，加快建设进度。
Ngày 21/7, khi kiểm tra thực tế tiến độ dự án, Phó Thủ tướng Hồ Quốc Dũng đã yêu cầu Quân khu 2 và Bộ Chỉ huy Quân sự tỉnh Lai Châu tiếp tục điều động lực lượng để đẩy nhanh tiến độ xây dựng.

Trung tướng Lê Quang Đạo, Phó Tổng Tham mưu trưởng Quân đội nhân dân Việt Nam hứa sẽ tập trung nỗ lực đẩy mạnh xây dựng dự án và đảm bảo toàn bộ 24 căn nhà ở được hoàn thành và bàn giao cho người dân trước ngày 30/8.
当天，莱州省委书记黎明银也来到施工现场，看望慰问施工官兵，并要求加快建设进度，在保障24户受灾群众安置需求的同时，为未来约200户需搬迁居民预留安置条件。
Cùng ngày, Bí thư Tỉnh ủy Lai Châu Liming Yin cũng đến công trường thăm và gửi lời chia buồn tới cán bộ, chiến sĩ thi công, đồng thời yêu cầu đẩy nhanh tiến độ xây dựng, đồng thời đảm bảo nhu cầu tái định cư cho 24 hộ dân bị ảnh hưởng, đồng thời dành các điều kiện tái định cư cho khoảng 200 hộ dân cần di dời trong thời gian tới.

仅开工3天，就有4栋住宅完成主体框架和屋顶施工。
Chỉ sau 3 ngày khởi công, phần khung chính và mái của 4 ngôi nhà đã hoàn thành.
整个安置区共建24套住房，每套建筑面积80平方米，占地200平方米，每套造价约4亿越盾。
Tổng cộng có 24 căn nhà được xây dựng trong toàn bộ khu tái định cư, mỗi căn có diện tích xây dựng 80m2 và diện tích 200m2. Giá mỗi căn nhà khoảng 400 triệu đồng.
为加快场地平整，施工单位实行多班次连续作业，投入5台大型机械、10余辆运输车辆以及20多名官兵和施工人员，昼夜开展土石方作业。
Để đẩy nhanh tiến độ san lấp mặt bằng, đơn vị thi công đã thực hiện nhiều ca hoạt động liên tục, đầu tư 5 máy móc lớn, hơn 10 phương tiện vận tải và hơn 20 cán bộ, chiến sĩ, nhân viên thi công để thực hiện công tác đào đất ngày đêm.
