据越南通讯社记者从菲律宾马尼拉记者进行的报道，7月22日，越共中央政治局委员、外交部长黎怀忠出席了由东盟—印度关系协调国菲律宾与印度共同主持的东盟—印度外长会。
Theo phóng viên Thông tấn xã Việt Nam từ Manila, Philippines, ngày 22/7, Ủy viên Bộ Chính trị Trung ương Đảng Cộng sản Việt Nam, Bộ trưởng Ngoại giao Lê Hoài Trung đã tham dự Hội nghị Bộ trưởng Ngoại giao ASEAN-Ấn Độ do Philippines và Ấn Độ, nước điều phối quan hệ ASEAN-Ấn Độ, đồng chủ trì.
据各国外长评估，东盟—印度全面战略伙伴关系继续保持积极发展势头，为各自的发展以及地区的和平、稳定与繁荣做出了实实在在的贡献。目前，印度是东盟的第8大贸易伙伴和第9大投资来源国。2025 年，双边贸易额达逾1140亿美元，同比增长 6.6%；同时，印度对东盟的直接投资额达70.8亿美元。
Theo đánh giá của Bộ trưởng Ngoại giao các nước, quan hệ Đối tác chiến lược toàn diện ASEAN - Ấn Độ tiếp tục duy trì đà phát triển tích cực và có những đóng góp thiết thực cho sự phát triển của mỗi nước cũng như hòa bình, ổn định và thịnh vượng của khu vực. Hiện nay, Ấn Độ là đối tác thương mại lớn thứ 8 và là nguồn đầu tư lớn thứ 9 của ASEAN. Năm 2025, kim ngạch thương mại song phương sẽ đạt hơn 114 tỷ USD, tăng 6,6% so với cùng kỳ năm trước; đồng thời, đầu tư trực tiếp của Ấn Độ vào ASEAN sẽ đạt 7,08 tỷ USD.
在中东及全球局势持续复杂演变的背景下，东盟与印度确认了在紧密结合各自发展愿景并扩大务实合作领域的基础上加强合作的决心。双方一致同意开展“2026年东盟—印度海洋合作年”框架下的各项活动。
Trong bối cảnh tình hình Trung Đông và thế giới tiếp tục diễn biến phức tạp, ASEAN và Ấn Độ khẳng định quyết tâm tăng cường hợp tác trên cơ sở thống nhất chặt chẽ tầm nhìn phát triển của mỗi nước và mở rộng các lĩnh vực hợp tác thực chất. Hai bên nhất trí triển khai nhiều hoạt động trong khuôn khổ “Năm hợp tác hàng hải ASEAN-Ấn Độ 2026”.
关于经济合作，各国外长一致同意推动对《东盟—印度货物贸易协定》（AITIGA）的审查工作完成，提高应对外部动荡的能力。东盟与印度还承诺扩大在保障粮食安全、能源安全、创新、数字转型、科技、旅游、互联互通以及次区域发展等领域的合作。
Về hợp tác kinh tế, Bộ trưởng Ngoại giao các nước nhất trí hoàn tất việc rà soát Hiệp định Thương mại Hàng hóa ASEAN-Ấn Độ (AITIGA) và nâng cao khả năng ứng phó với những biến động bên ngoài. ASEAN và Ấn Độ cũng cam kết mở rộng hợp tác trong bảo đảm an ninh lương thực, an ninh năng lượng, đổi mới, chuyển đổi kỹ thuật số, công nghệ, du lịch, kết nối và phát triển tiểu vùng.
越南外交部长黎怀忠在会上发言时高度评价印度继续将东盟视为其“东向行动政策”的支柱之一，同时强调东盟与印度的合作不仅为双方带来利益，而且有助于维护地区的和平、稳定与发展。
Phát biểu tại cuộc gặp, Bộ trưởng Ngoại giao Việt Nam Lê Hoài Trung đánh giá cao việc Ấn Độ tiếp tục coi ASEAN là một trong những trụ cột của "Chính sách Hành động hướng Đông" và nhấn mạnh hợp tác giữa ASEAN và Ấn Độ không chỉ mang lại lợi ích cho cả hai bên mà còn giúp duy trì hòa bình, ổn định và phát triển trong khu vực.
谈及未来的合作方向，黎怀忠部长提出了三大方向：
Trao đổi về phương hướng hợp tác trong thời gian tới, Bộ trưởng Lý Hoài Trung đề xuất 3 hướng lớn:
第一，加强合作以维护地区和平与稳定，以海洋合作与安全为重点，其中研究建立海洋对话机制，并建议印度继续支持东盟在东海问题上的原则立场。
Thứ nhất, tăng cường hợp tác để duy trì hòa bình, ổn định trong khu vực, tập trung vào hợp tác và an ninh hàng hải, trong đó có nghiên cứu thiết lập cơ chế đối thoại trên biển, khuyến nghị Ấn Độ tiếp tục ủng hộ lập trường nguyên tắc của ASEAN về vấn đề Biển Hoa Đông.
第二，提高经济韧性，并通过尽早以高效方式完成对《东盟—印度货物贸易协定》（AITIGA）的审查，为企业活动提供更多便利，并适应地区和世界的变局，从而促进可持续增长。东盟与印度需推动包括海运和空运在内的战略互联互通项目，加强协调以保障能源安全，并研究建立能源对话机制。
Thứ hai, nâng cao khả năng phục hồi kinh tế và thúc đẩy tăng trưởng bền vững bằng cách hoàn thành việc rà soát Hiệp định Thương mại Hàng hóa ASEAN-Ấn Độ (AITIGA) càng sớm càng tốt và hiệu quả, tạo thuận lợi hơn cho hoạt động kinh doanh và thích ứng với những thay đổi trong khu vực và thế giới. ASEAN và Ấn Độ cần thúc đẩy các dự án kết nối chiến lược bao gồm vận tải hàng hải và hàng không, tăng cường phối hợp đảm bảo an ninh năng lượng và nghiên cứu thiết lập cơ chế đối thoại năng lượng.
第三，通过加强教育、高质量人力资源培训、文化交流、遗产保护和精神旅游发展等方面的合作，增进双方民众之间的互联互通。（完）
