通知指出，连日来，北部山区部分省份遭遇大到特大暴雨，其中老街省制皂站降雨量达406毫米，山罗省南班站达378毫米，莱州省福申站达353毫米。强降雨导致洪涝、山洪和山体滑坡频发，造成民众房屋和财产受损，农业生产面积遭受破坏，多段道路及基础设施工程被滑坡掩埋或损毁。
Thông báo chỉ ra, trong những ngày qua, một số tỉnh ở khu vực miền núi phía Bắc có mưa to đến cực to, với lượng mưa đạt 406 mm tại trạm xà phòng tỉnh Lào Cai, 378 mm tại trạm Nam Ban, tỉnh Sơn La, 353 mm tại trạm Phước Sơn, tỉnh Lai Châu. Mưa lớn thường xuyên xảy ra lũ quét, lũ quét, lở đất, gây thiệt hại về nhà cửa, tài sản của người dân, làm hư hại diện tích sản xuất nông nghiệp, nhiều đoạn đường giao thông, công trình hạ tầng bị chôn vùi, hư hỏng do lở đất.
据职能部门预测，未来几天，北部山区和中游地区将继续出现中到大雨，普遍降雨量在50至100毫米之间，局部地区可能出现超过250毫米的特大暴雨。短时强降雨或引发低洼地区内涝，山区小溪河流水位暴涨，陡坡地带山体滑坡风险显著升高。
Theo dự báo của sở chức năng, trong những ngày tới khu vực miền núi phía Bắc và trung du tiếp tục có mưa vừa đến mưa to với lượng mưa phổ biến từ 50 - 100 mm, có nơi có thể xảy ra mưa cực to trên 250 mm. Lượng mưa lớn trong thời gian ngắn có thể gây lũ lụt ở vùng trũng thấp, khiến mực nước sông suối miền núi dâng cao, nguy cơ trượt lở đất ở vùng sườn dốc tăng cao đáng kể.
为主动应对强降雨及其次生灾害，最大限度保障人民群众生命安全，减少国家和人民财产损失，政府总理对各部委和地方提出如下要求：
Để chủ động ứng phó mưa lớn và thiên tai thứ cấp, bảo đảm tối đa an toàn tính mạng nhân dân, giảm thiểu thiệt hại cho đất nước và tài sản của nhân dân, Thủ tướng Chính phủ đã đưa ra yêu cầu đối với các bộ, ngành, địa phương như sau:
——各省市人民委员会及相关部门要集中指导，切实落实越共中央总书记、国家主席、政府总理及政府办公厅关于加强防灾工作的各项指示，确保应对工作有力有序。
——Ủy ban nhân dân các tỉnh, thành phố và các ban ngành liên quan cần chỉ đạo tập trung, thực hiện hiệu quả các chỉ đạo của Tổng Bí thư Trung ương Đảng Cộng sản Việt Nam, Chủ tịch nước, Thủ tướng Chính phủ và Tổng Văn phòng Chính phủ về tăng cường công tác phòng chống thiên tai, bảo đảm công tác ứng phó hiệu quả, trật tự.
——国家民防指导委员会常务机构及农业与环境部须加强值班值守，密切跟踪雨情变化，及时发布预警信息，主动指导各地防灾工作。
——Cơ quan thường trực của Ban Chỉ đạo Phòng vệ Dân sự Quốc gia và Bộ Nông nghiệp và Môi trường phải tăng cường túc trực, theo dõi chặt chẽ diễn biến của điều kiện mưa, đưa ra thông tin cảnh báo sớm kịp thời và chủ động chỉ đạo công tác phòng chống thiên tai ở nhiều nơi.
——莱州省及其他受灾省份人民委员会主席要迅速动员各方力量，抓紧开展灾后恢复重建，保障受灾群众基本生活，并重点指导当地防汛抗洪和防灾任务，确保措施及时、有效落地。
——Chủ tịch Ủy ban nhân dân tỉnh Lai Châu và các tỉnh bị thiên tai khác phải nhanh chóng huy động các bên kịp thời khắc phục, tái thiết sau thiên tai, bảo đảm sinh kế cơ bản cho người dân bị ảnh hưởng, tập trung chỉ đạo công tác phòng chống lũ lụt, phòng chống thiên tai tại địa phương để bảo đảm các biện pháp được thực hiện kịp thời, hiệu quả.
——农业与环境部、工贸部、建设部等部长要主动部署防汛抗洪救灾及灾后恢复工作，重点保障水利水电大坝、堤防系统、供电和电信基础设施的安全运行，同时督促各地落实政府办公厅防灾通知要求。
--Các Bộ trưởng như Bộ Nông nghiệp và Môi trường, Bộ Công Thương, Bộ Xây dựng cần chủ động triển khai công tác phòng chống lũ lụt, cứu trợ lũ lụt và khắc phục sau thiên tai, tập trung vào việc đảm bảo vận hành an toàn các đập thủy lợi, thủy điện, hệ thống kè, cấp điện và cơ sở hạ tầng viễn thông. Đồng thời đôn đốc tất cả các địa phương thực hiện các yêu cầu trong Thông báo phòng chống thiên tai của Văn phòng Chính phủ.

根据莱州、山罗、老街、奠边等省的初步统计，自7月15日晚至17日上午，强降雨及次生灾害已造成1人受伤（莱州省）；7间房屋倒塌（莱州4间，山罗3间）；24间房屋受损；山体滑坡导致老街、莱州等省的12号、32号、279号国道共4处路段交通中断，部分省内道路也受到不同程度影响。
