Với chủ đề “Quan hệ đối tác không biên giới”, diễn đàn này có 4 phiên thảo luận chuyên đề, tập trung vào hợp tác xuyên biên giới về công nghệ thông tin và trí tuệ nhân tạo, công nghệ tài chính và xây dựng thành phố thông minh, thương mại quốc tế, an ninh lương thực, kết nối giao thông và hậu cần giữa Nga và ASEAN, hợp tác Liên minh kinh tế ASEAN-Á-Âu trong các lĩnh vực năng lượng, cơ sở hạ tầng và công nghiệp cũng như đề cập đến các vấn đề liên quan đến giá trị văn hóa, xã hội.

Phát biểu tại diễn đàn, Thủ tướng Lim Hing của Việt Nam nhấn mạnh, diễn đàn này tạo cơ hội quan trọng để ASEAN và Nga thảo luận các định hướng chiến lược phù hợp cho tương lai hợp tác cởi mở hơn, thực dụng hơn, gần gũi hơn và kiên cường hơn trước những bất ổn toàn cầu.
基于双方的合作潜力与互补性，黎明兴提出了三项重点合作方向。首先，东盟与俄罗斯应加强配合构建稳定、灵活且具备较强应对外部风险冲击的能力的供应链体系；同时建设连接俄罗斯远东地区与东南亚的运输线路，从而为促进贸易往来并拓展投资机会创造便利条件。
Dựa trên tiềm năng hợp tác và bổ sung lẫn nhau giữa hai bên, Liming Xing đề xuất 3 hướng hợp tác trọng tâm. Thứ nhất, ASEAN và Nga cần tăng cường hợp tác xây dựng hệ thống chuỗi cung ứng ổn định, linh hoạt, có khả năng ứng phó tốt với các cú sốc rủi ro bên ngoài; đồng thời xây dựng các tuyến giao thông kết nối vùng Viễn Đông Nga và Đông Nam Á, qua đó tạo điều kiện thuận lợi cho việc thúc đẩy trao đổi thương mại và mở rộng cơ hội đầu tư.
第二，黎明兴建议将能源确立为东盟—俄罗斯关系中的重要合作支柱之一。据此，双方应深化清洁能源、液化天然气（LNG）、氢能、海上风电以及节能技术等仍具巨大潜力领域的合作关系，为保障地区能源安全做出贡献。
Thứ hai, Lim Hing đề nghị coi năng lượng là một trong những trụ cột hợp tác quan trọng trong quan hệ ASEAN-Nga. Theo đó, hai bên cần tăng cường hợp tác sâu rộng trong các lĩnh vực còn nhiều tiềm năng như năng lượng sạch, khí tự nhiên hóa lỏng (LNG), năng lượng hydro, điện gió ngoài khơi và công nghệ tiết kiệm năng lượng, góp phần đảm bảo an ninh năng lượng khu vực.
第三，黎明兴强调了科技、创新与数字化转型作为新增长动力的重要作用。东盟与俄罗斯应大力推进创新合作项目落地见效，支持科技企业与青年创业企业发展，构建充满活力的创新生态系统，加强双方企业之间的紧密联结。
Thứ ba, Liming Xing nhấn mạnh vai trò quan trọng của công nghệ, đổi mới và chuyển đổi kỹ thuật số là động lực tăng trưởng mới. ASEAN và Nga cần thúc đẩy mạnh mẽ triển khai các dự án hợp tác đổi mới sáng tạo, hỗ trợ phát triển doanh nghiệp công nghệ và doanh nghiệp khởi nghiệp trẻ, xây dựng hệ sinh thái đổi mới sôi động và tăng cường kết nối chặt chẽ giữa doanh nghiệp hai bên.
黎明兴重申，越南愿为推动东盟与俄罗斯乃至欧亚经济联盟之间合作提质升级牵线搭桥；希望双方企业继续开展长期投资合作，构建新的价值链，将潜力转化为具体项目，将互联互通转化为商业机会，并将互信转化为新的增长动力。
Lim Hing khẳng định Việt Nam sẵn sàng làm cầu nối thúc đẩy chất lượng và nâng cấp hợp tác giữa ASEAN, Nga và cả Liên minh kinh tế Á-Âu; ông mong muốn doanh nghiệp hai bên tiếp tục hợp tác đầu tư lâu dài, xây dựng chuỗi giá trị mới, biến tiềm năng thành dự án cụ thể, biến kết nối thành cơ hội kinh doanh, biến niềm tin lẫn nhau thành động lực tăng trưởng mới.
在论坛上，越南工商会与鞑靼斯坦工商会签署了关于支持两国企业界促进贸易与投资合作的谅解备忘录。
Tại diễn đàn, Phòng Thương mại và Công nghiệp Việt Nam và Phòng Thương mại và Công nghiệp Tatarstan đã ký Biên bản ghi nhớ về hỗ trợ cộng đồng doanh nghiệp hai nước trong việc thúc đẩy hợp tác thương mại và đầu tư.
